
Budget Analyst

Air Force Civilian Service (AFCS) is seeking two full‑time Budget Analyst positions (GG‑0560‑12) located in the Joint Personnel Recovery Agency (JPRA) Directorate for Plans and Requirements at Fort Belvoir, VA.
Job Summary:
The successful candidate will perform a variety of budget functions, including formulation, execution, and daily operational management of travel and purchase programs. Responsibilities include daily financial transactions, monitoring obligations and expenditures, reviewing and approving travel authorizations and vouchers in accordance with the Joint Travel Regulations (JTR) and agency policies, overseeing the GPC program, reconciling monthly U.S. Bank Card statements, and maintaining audit readiness.
Responsibilities
Formulate, execute, and manage daily operational budget activities.
Perform daily financial transactions and monitor obligations and expenditures.
Act as subject‑matter expert and reviewer/approver within Department of Transportation System (DTS).
Ensure compliance of all travel authorizations and vouchers with JTR and agency policies.
Oversee GPC program for the assigned unit and reconcile monthly U.S. Bank Card statements.
Maintain audit readiness through accurate recordkeeping.
Travel in the U.S. Army or commercial aircraft may be required for temporary duty assignments.
Overtime may be required as workload demands.
Qualifications
U.S. citizenship required.
Required to obtain and maintain a TOP SECRET security clearance with SCI background check.
Must pass periodic short‑notice drug testing as part of the Air Force Civilian Testing Program.
Education and experience must align with the general schedule qualification standards for budget analysis series 0560 (link: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/budget-analysis-series-0560/).
Certified at Financial Management Level 2 (NDAA 2012, Public Law 112‑81).
Strong knowledge of budgetary methods, practices, regulations, and policies for formulating, justifying, and executing budgets.
Proficient in interpreting accounting reports, payroll records, work reports, and inventory/supply data.
Ability to apply mathematical and statistical methods for cost estimating.
Skills in database maintenance and automated data processing concepts.
Experience with DHMS, DTS, FM Suite, ADVANA, GPC, GTC, WAWF, Budget Execution, Budget & Accounting, DARQ, MIPR, MORD, Support Agreements, Reimbursements, ODTA, and DTS AO is desired.
