About the Position
The DHHS Department of Children and Family Services seeks a Resource Developer to consult and coordinate with Child and Family Services Specialist staff on out‑of‑home placements, placement follow‑up, documenting placement efforts, and identifying/resolving barriers to placement.
Responsibilities
Consult with providers to identify methods and practices that will better meet customers’ needs.
Establish emergency foster/shelter placements.
Research, gather, and maintain information on community placement resources.
Answer inquiries and provide information concerning out‑of‑home placement programs.
Maintain statistics regarding placements made, referrals sent, denials received and waiting‑list information and provide utilization data.
Consult and coordinate with Economic‑Assistance staff on the availability of services needed by customers such as transportation, respite, chore services.
Collaborate with providers to develop methods to continually meet customers’ needs.
Monitor provider contracts, review provider billing documents, evaluate provider services, ensure contracted services are provided, facilitate complaint resolution, perform on‑site audits, share findings of investigations, and provide recommendations concerning service improvement, contract revision, and/or termination.
Assist in developing Requests for Proposals (RFP), participate in and coordinate parts of the RFP process, and research and develop information needed for contract development and renewal.
Conduct licensing and home studies for foster parents.
Conduct meetings with foster parents regarding placements and utilization of home for state ward placements.
Resolve licensing issues of agency‑based foster care homes and enter licensed home information into NFOCUS.
Participate in utilization team meetings to determine if the youth meets the placement criteria.
Qualifications
Minimum Qualifications:
Post‑high‑school coursework/training in social work, sociology, counseling, guidance, psychology, child development or related field and experience in resource development, eligibility determination, or contract monitoring within a public service organization. OR bachelor’s degree in any of the listed fields.
Preferred Qualifications:
Experience with CFS is a plus. The ideal candidate will have excellent communication skills, verbal and written, and will work as a team by collaborating with coworkers, case teams, and foster care agencies. The candidate should be able to adapt to procedural changes as policies and directives evolve.
Knowledge, Skills, and Abilities
Knowledge of:
Principles and practices of social work; federal and state laws, regulations, and guidelines concerning service delivery; principles of individual and group behavior; techniques of counseling; community and service organizations.
Skill in:
Interviewing to collect and elicit essential information; communicating to receive and relay information; listening to and understanding information received; using a keyboard.
Ability to:
Learn and apply the methods and procedures of human services resource development; learn and apply agency policies, procedures, programs and philosophy; protect confidential information; interact with community leaders; apply problem‑solving techniques; assess customer needs to provide proper services and financial assistance; manage multiple files and records; collect and maintain data and analyze for trends; prepare written case histories and reports.

$19.045 (non‑exempt)
Work Schedule:
Monday – Friday, 8:00 AM – 5:00 PM
