
Roadway Programs Specialist

The Roadway Programs Specialist with the Department of Transportation plays a key part in keeping communities safe and supported. This role helps ensure that vital pipe systems are inspected, maintained, and ready for the public. You will join a team that values careful work and strong problem solving. This position offers a chance to protect important infrastructure and support local transportation needs.
This position supports the safe and effective operation of the Pipe Inspection and Replacement Program across District and County areas. The role helps guide planning, analysis, equipment work, and field support for complex inspection and replacement needs. As a Roadway Programs Specialist, you will perform the following duties:
Planning Support:
Plan inspection and replacement activities by coordinating with District and County personnel
Inspection Operations:
Operate, maintain, and prepare specialized camera and measurement equipment for enclosed pipe inspections
Testing Activities:
Develop inspection plans, collect and verify data, and manage equipment calibration and maintenance
Data Analysis:
Review field observations, analyze test information, and prepare clear reports and video logs
Recommendations:
Provide guidance to maintenance units by recommending repair or replacement solutions based on inspection results
Work Schedule and Additional Information
Full-time employment
Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch
Telework:
You will not have the option to telework in this position
This position may be eligible for alternate work schedule (AWS)
Salary:
Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $51,971 (before taxes)

QUALIFICATIONS
Minimum Experience and Training Requirements
One year of experience as a Roadway Programs Technician 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
or
Two years of experience in the analysis, development and implementation of methods and techniques in a roadway maintenance management system and an Associate's Degree in the field of Business Administration, Computer Science, Highway Engineering Technology or closely related program
or
A Bachelor's Degree in Business Administration, Computer Science, Mathematics, Statistics, or in a civil engineering related discipline
or
Any equivalent combination of experience and training
Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree
Other Requirements
This particular position also requires possession of a valid Class C driver's license
