Summary
This position serves as a Supervisory Inventory Management Specialist for non‑expendable (NX) assets/material in a VA Health Care System – Tuskegee – and its supported catchment area. The role includes supervising multiple supply or material classes/series and acting as an expert advisor to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters, ensuring sound material management practices for all personal property.

Qualifications
Time‑In‑Grade Requirements : Applicants who are current Federal employees and have held a GS grade any time within the past 52 weeks must meet the time‑in‑grade requirements for a GS‑11 by the closing date. This includes 52 weeks at GS‑09 or any occupation held in the Federal service. An SF‑50 showing eligibility must be submitted; if required, provide an additional SF‑50 with a more recent effective date.

Specialized Experience : One year of specialized experience at or above the GS‑09 level is required. Acceptable experience includes, but is not limited to, planning, coordinating and executing an inventory and materials management program; directing lifecycle management of assets; conducting data/information analysis for acquisition planning; managing non‑expendable equipment; and exercising supervisory responsibilities such as planning, assigning, evaluating work, and resolving complaints.

Education : Applicants may substitute education for the required experience. A Ph.D., LL.M. or equivalent doctoral degree, or three full years of graduate education leading to such a degree, may satisfy the experience requirement. Transcripts must be submitted with the application.

Combination : Applicants may combine graduate education and specialized experience. In such cases, a transcript demonstrating the education must be provided.

Duties

Manages the equipment/supplies loan program and equipment test and evaluation program.

Directs and manages operating storage, warehousing and related activities.

Conducts planning, management and control of the life‑cycle of all non‑expendable assets.

Develops and supports acquisition strategies and standardization initiatives for devices and equipment; modifies and provides input on plans, goals and objectives for projects, programs, systems and operations.

Develops position descriptions, performance standards and conducts performance reviews.

Directs and oversees the inventory management program and the control of individual assets.

Writes, develops, interprets and implements policies and procedures.

Trains and assists staff on equipment acquisition, disposal, scanning and tracking of equipment.

Oversees and supervises a variety of employees and sections.

Utilizes performance‑improvement methodologies to improve overall management of non‑expendable assets.

Monitors and manages multiple equipment fund control points and inventory transactions.

Uses advanced automated tools to conduct short‑, mid‑ and long‑term planning for new and replacement non‑expendable assets.

Develops strategies for implementing non‑expendable automated replacement systems, supply technologies and business practices.

Maintains accountable property documents and files on non‑expendable excess property.

Schedules and conducts physical inventories.

Resolves informal complaints and grievances.

Coordinates the final disposition of non‑expendable assets.

Implements operational, program and project plans to meet objectives.

Coordinates proper equipment inspection and technical maintenance of equipment.

Conducts analysis and uses intensive knowledge of non‑expendable assets to make recommendations about standardization.

Conducts procurement reviews and makes recommendations.

Implements best practices, principles, tools and concepts to evaluate and improve supply system performance.

Analyzes, studies, develops and directs systems based on non‑expendable requirements and annual budget development.

Resolves inventory problems.

Resolves conflicting requirements of several supply program areas.

Interfaces with fiscal/budget staff to resolve inventory‑related issues.

Identifies opportunities for and directs analysis of potential cost savings, efficiencies and process improvements using quantitative analysis and historical usage patterns.

Conducts site visits, participates in root‑cause analysis processes and resolves complex inventory problems.

Work schedule: Monday to Friday, 8:00 am to 4:30 pm (subject to change depending on agency needs); compressed/flexible schedule not authorized; virtual work not permitted.
