About the Role
At Seen Health, expansion is the engine that allows us to bring our transformative PACE model to more seniors. Our growth depends on the ability to architect complex, sustainable partnerships that enter and scale in new markets with speed and local resonance.
Reporting directly to the Head of Expansion, you will be a key driver of new market entry. This is a high‑ownership, externally‑facing role for someone who thrives building relationships, representing the organization with confidence, and getting things done without a lot of hand‑holding. You will work across two interconnected areas: local business development in the San Gabriel Valley and greater LA area, and new market expansion research and early relationship‑building across emerging PACE markets nationally. This is not a back‑office role. You will attend community meetings, speak on the phone with health officials and prospective partners, and attend conferences. Key Responsibilities
Local Business Development & Community Partnerships
Represent Seen Health at local coalition meetings, chamber of commerce events, cultural community gatherings, and senior care forums in the SGV and greater LA area
Build and maintain relationships with day health programs, community health centers, hospitals, senior centers, and local referral partners
Initiate and manage outreach to prospective care delivery partners – Mandarin‑language outreach is a core part of this work
Identify and develop local BD opportunities that the team has mapped but hasn't had bandwidth to pursue
Help grow our referral and enrollment pipeline through consistent local presence
Market Expansion & Intelligence
Monitor PACE program developments nationally – RFP timelines, legislative activity, regulatory readiness, and competitive landscape across a portfolio of target states
Research new markets: population demographics, existing care providers, state agency contacts, and potential partnership opportunities
Contribute to application and proposal logistics as opportunities take shape
Surface timely opportunities to the strategy team and maintain organized, up‑to‑date market intelligence
Must‑have qualifications
Based in the Los Angeles / San Gabriel Valley area or willing to be
2–5 years of experience in healthcare, community health, or a related field
Demonstrated ability to represent an organization confidently and effectively in meetings and partner conversations – you are the face in the room when leadership isn’t there
Execution‑oriented – you get things done with limited direction and follow up without being asked
Comfortable operating in a fast‑moving environment where priorities evolve
Strong written communication for briefings, partner summaries, and internal updates
Mandarin fluency (spoken and written) – essential for the communities we serve and the nature of local outreach
Nice‑to‑have qualifications
Experience with PACE, ADHC, FQHC, or other senior care / long‑term care settings
Familiarity with DHCS, CMS, or state Medicaid program structures
Additional language fluency desired (Cantonese, Korean, or Spanish)
Prior experience supporting RFP responses or grant applications
Existing relationships in the SGV senior care or community health ecosystem
Salary & Benefits
Target salary range $90‑$130K and competitive equity package, depending on experience
