Duties
The New York State Education Department’s (NYSED) Office of Special Education and ACCES (OSEA) seeks an Associate in the Education of Children with Disabilities in the Transition and Youth Services Unit, based in the Garden City VR District Office. The incumbent oversees staff and services in the region that serves Garden City, Hauppauge, and White Plains VR Offices. The TAYS unit provides services to eligible and potentially eligible youth, and acts as a subject matter expert on transition for both the local District Office and the schools in their catchment area.
Provide direct supervision, coaching, and performance evaluation for Assistants in the Education of Children with Disabilities.
Oversee staff workload distribution to ensure regional needs are met, assigning staff tasks outside their “District Office” territory based on community needs.
Establish clear goals, priorities, and accountability measures for staff.
Conduct regular team meetings, case reviews, coaching sessions, and professional development planning.
Ensure staff compliance with program guidelines, policies, and procedures.
Assess the needs of school districts regarding special education transition and workforce readiness.
Attend meetings with school district administrators to explain PreETS services and how they might benefit students.
Attend meetings with other state partners to ensure students receive partner services while participating in educational settings.
Coordinate PreETS initiatives with local district office management and special education management to meet community needs.
Qualifications
Minimum qualifications for appointment:
Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, counseling, communications disorders, or speech pathology.
New York State permanent or professional certification as a teacher of special education, teacher of the deaf and hearing impaired, blind or partially sighted, speech and hearing handicapped, school psychologist, or New York State licensure as a speech/language pathologist.
Four years of professional experience in special education service delivery, administration of special education programs for ages 3‑21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs.
Competitive minimum qualifications:
At least one year of permanent competitive or 55b/c service as an Associate in Education of Children with Disabilities.
Eligibility on the Civil Service eligible list for this title.
For 55b/c appointment, possession of a current 55b/c eligibility letter.
