Associate in Education of Children with Disabilities (NY HELPS)
Position located in the Utica VR District Office, Office of Special Education and ACCES, New York State Education Department.

Responsibilities

Provide direct supervision, coaching, and performance evaluation for Assistants in the Education of Children with Disabilities.

Oversee staff workload distribution to ensure regional needs are met and assign staff tasks outside of their District Office territory as needed.

Establish clear goals, priorities, and accountability measures for staff.

Conduct regular team meetings, case reviews, coaching sessions, and professional development planning.

Ensure staff compliance with program guidelines, policies, and procedures.

Assess the needs of school districts regarding special education transition and workforce readiness.

Attend meetings with school district administrators to explain PreETS services and how they might benefit students.

Attend meetings with state partners to ensure students have access to services while participating in educational settings.

Coordinate PreETS initiatives with local district office management and special education management to meet community needs.

Minimum Qualifications
NY HELPS (Non‑Competitive)

– All candidates must meet the open‑competitive minimum qualifications outlined below. For recruits under the NY HELPS Program salaries are initially non‑competitive, but the position will convert to competitive status within one year.

Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, counseling, communication disorders, or speech pathology.

New York State permanent or professional certification as a teacher of special education, a teacher of the deaf or hearing impaired, blind or partially sighted, speech and hearing handicapped, or a school psychologist, or New York State licensure as a speech/language pathologist.

Four (4) years of professional experience in special education service delivery, administration of special education programs for ages 3–21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs.

Current NYSED employees must have one year of permanent service as an Assistant in Education of Children with Disabilities.

Competitive

Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education of Children with Disabilities.

Eligibility for 55b/c designation requires a current 55b/c eligibility letter.

Eligible List Appointment: Must be reachable on the Civil Service eligible list for this title.

Conditions of Employment

Permanent competitive or non‑competitive appointment; provisional appointments require future examination and eligible list placement.

Up to 30% telecommuting allowed; 75% statewide overnight travel required.

Verification of degree required at interview.

Position may lead to a maximum salary of $125,001, based on annual performance advances.
