Overview

The Director establishes Regional Office policies and procedures consistent with national mandates; provides executive leadership and direction for subordinates in the investigation and solution of problems arising in the Regional Office's administration of veteran's benefits programs and services.
Responsibilities

Establishes policies and procedures consistent with regulatory requirements and implements national policies and procedures.
Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate supervisors.
Directs a comprehensive management analysis and improvement program designed to strengthen management activities at all levels of the facilities through executive control techniques, including analysis of weekly, monthly, quarterly, and annual reports.
Determines resources required to meet goals and plans; makes selections for key positions and approves selections made by subordinate supervisors.
Ensures an effective program identifies training needs and developmental opportunities of staff and that needs are met in proper time frames.
Provides executive oversight of VBA programs and services, including: Compensation, Veteran Readiness & Employment, Human Resources, and Equal Employment Opportunity.
Determines goals and develops long- and short-range plans to achieve these goals; allocates resources among subordinate units and ensures efficient and economical use of these resources.
Promotes and maintains an effective labor-management relations program and a working environment free of discrimination that ensures diversity.

Requirements:

As a condition of employment, you will be required to serve a 1-year probationary period or 2-year trial period; evaluation criteria include performance, needs of the Agency, alignment with organizational goals, and efficiency of the Federal service. Termination may occur upon completion of probationary period unless certified in writing that continued employment advances the public interest.

Qualifications

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-14, delivering Veteran's benefits services in a VA business line or Regional Office, including: establishing priorities and resource needs; directing and approving personnel actions and organizational change proposals; directing program reviews; monitoring and controlling program progression through analysis of policies and goals. Experience may be gained in Federal or private sector and must be substantive and relevant. Candidates must also demonstrate supervisory ability over subordinates (including managers and subordinate supervisors).
Volunteer Experience:

Paid and unpaid experience, including volunteer work, is creditable and can translate to paid employment.
Full vs. Part-Time Employment:

Full-time is at least 35 hours per week; part-time experience is pro-rated.
Physical Requirements:

Primarily sedentary with some walking, standing, bending, stooping, and light carrying

Education:

There is no educational substitution at this grade level.
