Overview

Under the direction of a Regional Librarian, Programs Manager and Programs Supervisor, supervise the daily operation of a library in an adult correctional facility serving offenders of multiple classification levels. Designs and implements the administrative operations of the library, including creating and revising procedures; writing, updating, and revising procedure manuals; planning, scheduling, and assigning work projects to offender library employees; developing work standards and monitoring work quality and flow; monitoring and planning for the expenditure of library funds; solving and proposing solutions to problems affecting library operations and work standards; and exercising discretion regarding the application of library policies and procedures. This position will assist in other areas of the facility during emergency situations/lockdowns. This position works directly with inmates in a state correctional facility.

Primary job duties and responsibilities

  • Answer requests for information by conducting reference interviews, locating information, and executing the search.
  • Provide instruction to library users on information literacy and library skills; inform users about interlibrary loan; screen requests for compatibility with selection criteria; instruct patrons on loan procedures; search incoming books for content and contraband.
  • Provide library service to inmates in Restricted Housing/diagnostic units who cannot visit the library.
  • Recommend materials for the library collection to meet the educational, informational and recreational needs of the inmate population.
  • Assign classification numbers and subject headings for new materials and ensure catalog records comply with Dewey Decimal Classification and related standards.
  • Monitor behavior of inmate library users, enforce security regulations, call for ejection of problem inmates, write reports on rule infractions, and resolve conflicts between offenders.
  • Prepare annual funding requests and report annual library expenditures.
  • Compose and distribute monthly narrative and statistical reports.
  • Supervise inmate library clerks, assign tasks, monitor progress and workflow, schedule work, establish standards, and review final products.
  • Provide initial and ongoing training for inmate library clerks.
  • Other duties as assigned.

Minimum Qualifications

Three (3) years of technical or high level clerical experience. This work experience must be clearly described in the work history section of the application to meet this requirement. If less than full-time, experience will be prorated.

  • Technical work is defined as skilled work in applying specialized techniques, procedures, practices, or methods related to the professional field.
  • High level clerical experience includes document creation, word processing, creating and revising office procedures, and preparing program materials such as annual reports and newsletters; screening documents for eligibility, authenticity, or identity; and accounting for the unit’s funds.

Education and Experience Alternatives

A combination of college coursework in Criminal Justice, Business Management, Public Administration, Information Science, or a related field, and related experience equal to three (3) years. If using education to meet the minimum qualifications, attach an unofficial college transcript showing name, institution, degree, and date conferred as part of the application.

Required Competencies

  • Ability to work directly with inmates in a prison environment.
  • Exceptional interpersonal/customer service skills; ability to train/instruct others.
  • Experience with Microsoft Excel and Word; ability to create, edit and manipulate data.
  • Ability to communicate via e-mail; effective written and oral communication skills.
  • Self-control and resilience to work in stressful, potentially violent situations; ability to remain alert and observant throughout shifts.
  • Ability to read and comprehend English; fluently communicate in English, both verbally and in writing.
  • Ability to create accessible documents following plain language guidelines with accessibility in mind.

Preferred Qualifications

  • Relevant technical experience with the State of Colorado; knowledge of library services.
  • Experience using an integrated library system (ILS); experience selecting, processing, shelving, and/or maintaining library materials.
  • Experience working with a diverse population.
