Position Description The Proposal Manager is responsible for leading and managing the development of competitive proposals and ensuring compliance with solicitation requirements while delivering compliant, compelling and high-quality submissions.
Duties and Responsibilities
Leads and coordinates the end-to-end proposal development process, including analyzing Requests for Proposals (RFPs), SF33s, Requests for Information (RFIs), and other solicitation documents.
Leads all proposal activities, including managing proposal personnel, proposal schedules and deadlines, and monitoring the progress of the proposal.
Collaborates with internal stakeholders, including technical teams, subject matter experts (SMEs), contracts specialists, subcontracts and procurement, talent management and business development teams to gather and integrate information.
Develops, writes, and edits proposal content, including executive summaries, technical volumes, past performance, management plans, and cost narratives.
Develops and maintains proposal schedules, outlines, compliance matrices, and review plans to ensure timely and accurate submissions.
Manage proposal color review process (Blue, Pink, Red, Gold teams), ensuring rigorous review of proposal documents to confirm compliance, consistency, and alignment with solicitation requirements and capture strategy.
Manage color review assignments ensuring leadership participation.
Manage feedback documentation assembly and dissemination to proposal team and adjudication and disposition of feedback and recommendations.
Maintain and update content libraries, proposal templates, and graphics to streamline future proposal development efforts.
Continuously refine and improve proposal development processes, tools, and templates to enhance efficiency and effectiveness.
Support other Proposal Operations activities (e.g., content databases, SharePoint library management, and branded process refinement etc.) as needed.
Required Qualifications
Minimum of three (3) years of experience in proposal management
Thorough understanding of and ability to incorporate competitive analysis, customer analysis, win strategy development, and price-to win analysis.
Understanding of federal contracting processes, FAR/DFARS regulations, and government procurement practices.
Exceptional writing, editing, and communication skills
Strong organizational and project management abilities with attention to detail
Ability to manage multiple proposals simultaneously and prioritize competing projects
Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills
Advanced working knowledge with Microsoft Office, SharePoint, Adobe, Teams.
Ability to obtain and maintain a security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required
