
Application Programmer (Salesforce Marketing Cloud) - Maryland Health Benefit Ex

Position: Application Programmer (Salesforce Marketing Cloud)
Client: Maryland Health Benefit Exchange
Contract duration: Four years
Interview mode: Virtual
Location: Baltimore, Md (Hybrid) (Tristate candidates)
Visa : No H1B and CPT; USC and Gc highly preferred.
Duties/Responsibilities • Configure and support Salesforce Marketing Cloud, including Email Studio, Journey • Builder, Automation Studio, Content Builder, and Mobile Connect (SMS) • Assist with SMS enablement, including short code acquisition support, keyword configuration, opt-in/opt-out management, and compliance alignment • Develop automated journeys, triggered sends, and scheduled communications across email and SMS • Build and maintain data extensions, SQL queries, and audience segmentation • Implement dynamic and personalized content using AMP script • Support integrations between Marketing Cloud and State of Maryland systems • Troubleshoot campaign, SMS, data, and automation issues • Follow State of Maryland governance, security, privacy, and approval processes • Produce basic technical documentation and support knowledge transfer • Adhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies. • Note: The candidate must be flexible to work overtime as needed, including weekends, holidays, and off-hours.
Minimum Qualifications • Five (5) years of Salesforce experience in Marketing Cloud development • Three (3) years of experience in Salesforce Marketing Cloud development • Hands-on experience with AMP script and SQL in Marketing Cloud • Experience implementing or supporting SMS messaging, including consent management • Ability to work effectively in a staff augmentation role under state direction • Experience with Mobile Connect, SMS compliance, and short code provisioning processes • Experience supporting government agencies or health organizations • Knowledge of accessibility standards (c.g., WAG / Section 50g) • Experience integrating Marketing Cloud with Salesforce • Salesforce Marketing Cloud Developer or Consultant certification • Experience with Mobile Connect, SMS compliance, and short code provisioning processes • Experience supporting government agencies or health organizations • Knowledge of accessibility standards, e.g., WCAG / Section 508 • Experience in integrating Marketing Cloud with Salesforce CRM • Salesforce Marketing Cloud Developer or Consultant certification • Familiarity with regulated or public-sector environments (PIl, compliance, security)
Education: Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline
