Asc, Proposal Analyst

Responsibilities

Develop and schedule proposals in accordance with estimating policy, FAR, DFARS, USG Bus. System Requirements and other government regulations.

Shape, develop and mature business case analyses and cost methods to create a comprehensive bid/price strategy.

Develop initiatives to increase profitability and cash flow.

Act as the estimating lead on proposals, compiling cost, schedule and technical elements into development proposals per RFP specifications.

Coordinate the collection of cost, scheduling, and performance elements from functional departments.

Perform financial modeling and analysis related to major proposals, including rate studies, business case development, cash‑flow analysis, NPV and IRR, and present findings and recommendations to leaders.

Research and analyze historical data, develop cost models to support proposal efforts and assess the accuracy of functional estimates.

Participate in should‑cost and pricing reviews with management and customer representatives.

Serve as a member of the contract‑negotiating team and interact with the DCAA and other audit agencies.

Initiate process improvements to enhance productivity and efficiency within pricing and estimating functions.

May provide day‑to‑day direction and guidance to less senior proposal analysts.

Develop, communicate, and implement estimating and pricing policies/procedures, and monitor compliance to ensure consistent implementation.

Possess comprehensive written and oral communication skills to support proposal development, executive proposal reviews, fact‑finding, and negotiations with audit agencies.

Basic Qualifications

Bachelor’s or Master’s degree; related experience may be considered in lieu of a degree.

Microsoft Office skills and analytical abilities.

Desired Skills

Bachelor’s or Master’s degree in a business‑related discipline.

Experience in the aerospace/defense industry.

Critical thinking.

Communication skills.

Time management.

Organization.

Proficiency in Microsoft Office applications, emphasis on Excel.

1+ year of related finance experience.

Current active Secret security clearance and U.S. citizenship.

Security Clearance: This position requires a government security clearance. The clearance level is Secret. Applicants must be U.S. citizens.
