
Human Resources Manager
INTERSTATE CLEANING CORPORATION, Saint Louis, MO, United States
We are seeking a hands-on Human Resources Manager to oversee day-to-day HR operations across a multi-state workforce. This role is responsible for ensuring compliance with federal, state, and local employment laws, including I-9 and employment eligibility verification , while supporting a high-volume, decentralized employee population. The HR Manager partners closely with operations leadership to deliver consistent, compliant, and effective HR practices.
Key Responsibilities
HR Operations & Employee Lifecycle
Manage the full employee lifecycle, including onboarding, employee relations, and offboarding
Oversee high-volume hiring and onboarding processes across multiple states
Ensure consistency and efficiency in HR processes across all locations
Compliance & I-9 Management
Ensure compliance with
Form I-9 requirements and E-Verify (if applicable)
across all locations
Monitor and enforce adherence to federal, state, and local employment laws
Conduct internal audits of I-9 documentation and employee records
Maintain accurate and compliant recordkeeping practices
Support responses to audits or agency inquiries as needed
Employee Relations
Address employee concerns and support investigations and resolution of workplace issues
Partner with managers on performance management and corrective actions
Promote a positive and compliant work environment
Leave Administration & Benefits Support
Oversee administration of leave programs, including FMLA, ADA accommodations, and state-specific leaves
Support benefits administration, including employee enrollment and vendor coordination
HR Systems & Reporting
Utilize HRIS systems (ADP or similar) to manage employee data and compliance tracking
Maintain HR metrics and reporting related to compliance, turnover, and onboarding
Multi-State Support
Interpret and apply employment laws across multiple states
Ensure policies and practices are aligned with varying jurisdictional requirements
Qualifications
5+ years of HR experience, preferably in a multi-state environment
Strong knowledge of
I-9 compliance, employment law, and HR best practices
Experience in high-volume, service-based or field-based organizations preferred
Proficiency in HRIS systems (ADP strongly preferred)
Experience with leave administration (FMLA, ADA)
Bachelor’s degree in HR, Business Administration, or related field preferred
Strong attention to detail and compliance focus
Problem-solving and decision-making skills
Ability to work in a fast-paced, decentralized environment
Effective communication and partnership with operations teams
High level of discretion and professionalism
