SUPERVISORY FINANCIAL SPECIALIST (MILITARY PAY).

Duties

Manages, directs and executes military pay for Defense Agency customers in the geographical area of responsibility.

Develops policies, coordinates, and performs all military pay functions for organizations at all levels of serviced installations.

Participates in formal and informal management planning, policy and decision making sessions.

Establishes and maintains internal control procedures to protect against fraud, waste, and abuse.

Plans, manages, and supervises the assigned division staff which consists of technical and clerical (GS‑05 and/or GS‑06) personnel.

Performs additional assignments and special projects at the direction of the supervisor.

Requirements

Must be a U.S. Citizen or National.

May require access to classified information; requires a favorable suitability review and security clearance.

Registered for Selective Service (males born after 12‑31‑1959).

Suitable for Federal employment.

Time after Competitive Appointment: must have served 3 months after latest competitive appointment in Federal service.

Obtain/Maintain Financial Management Certification.

New employees to the Defense Finance and Accounting Service must successfully pass the E‑Verify employment verification check.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS‑09 for GS‑11 applicants and GS‑11 for GS‑12 applicants) within the federal service.

Specialized experience at the GS‑11 level: applying military pay principles and regulations to perform various financial functions, resolving pay and entitlement problems, analyzing financial data, recommending improvements, providing guidance to junior staff, and implementing SOPs and internal controls.

Specialized experience at the GS‑12 level: comprehensive knowledge of military pay operations, managing related functions, developing policies, procedures, and regulations, leading teams, performing complex financial analysis, advising senior leadership, and overseeing audits and internal controls.

Time‑in‑Grade (GS‑11): current or former federal employees who have held a GS position in the preceding 52 weeks; must have served 52 weeks as a GS‑09 or higher grade.

Time‑in‑Grade (GS‑12): current or former federal employees who have held a GS position in the preceding 52 weeks; must have served 52 weeks as a GS‑11 or higher grade.

Education

GS‑11 substitution: three full years of progressively higher‑level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted; equivalent combinations of graduate education and experience may also be used.

Any transcripts must be submitted for credit evaluation.

GS‑12 substitution: education is not substitutable for specialized experience at this grade level.
