Responsibilities

Supervise employees, communicate, motivate, train, and evaluate; plan and direct work.

Manage the unit's contracting program; develop contract specifications, cost estimates, and work quantities.

Research, analyze, and develop innovative approaches to contracting maintenance needs.

Coordinate chemical herbicide program maintenance activity.

Act as Project Manager on district and local contracts; conduct pre‑bid conferences, participate in pre‑work conferences, and follow up with contract managers.

Resolve disputes, claims, and negotiate contract conditions.

Assist in design, layout, and construction of special projects; recommend solutions to special projects.

Serve as project manager for NPDES and FCO projects; be the unit’s point of contact for NPDES and FCO.

Manage local agreements with the Department of Corrections and other agencies under Local Agreement Program.

Review construction plans, attend project meetings, and conduct field reviews.

Inspect construction projects to ensure compliance with department standards.

Act as liaison with engineers, supervisors, local government officials, other agencies and citizens on maintenance matters.

Distribute complaints, written or oral, and handle them tactfully and efficiently.

Provide direction; ensure subordinates receive training and instruction on safe methods.

Ensure all required paperwork (work schedules, timesheets, evaluations, training plans, daily reports, work orders, etc.) is accurate, complete, and timely.

Required Knowledge, Skills & Abilities
Knowledge Of

Current maintenance operations, activities, rules and policies.

Engineering design, construction and maintenance concepts.

Department rules, policies and procedures, including personnel area.

Standard indexes.

Proper safety practices.

Skills In

Administering and managing multiple projects.

Inspecting worksites for compliance with roadway standards.

Determining work priorities and sequences.

Abilities To

Read, interpret, and analyze engineering and technical data and plans/specifications.

Lead, manage, supervise, and work with diverse groups.

Deal with internal and external customers courteously.

Communicate effectively orally and in writing.

Monitor maintenance/construction projects for compliance with standards, specifications, rules and regulations.

Licensure / Registration / Certification Requirements

Must obtain Advanced Level Temporary Traffic Control certification within one year and maintain it.

Adhere to section 215.422, F. S., related State Comptroller rules, and invoice processing and warrant distribution procedures.

Herbicide applicators must be licensed by the Department of Agriculture and Consumer Affairs in core curriculum, right‑of‑way, and aquatics; employees may train under a licensed applicator for up to 12 months before licensing.

Other Job‑Related Requirements

Must respond to emergencies and be on call (24‑hour duty) when necessary.

Must work with or around Department of Corrections inmates.
