ADMINISTRATOR III (***REPOST***) Compliance Analyst (FULL-TIME CONTRACTUAL)

Position Overview
This full‑time contractual position assists the Office of Compliance and Regulations (OCR) Division of Regulatory Affairs (DRA) within the Maryland Cannabis Administration (MCA) in overseeing regulatory and compliance matters related to cannabis. The position allows telework up to three days per week and involves reviewing licensing applications, ownership and control transfers, business registrations, location changes, complex legal agreements, leases, cannabis advertising compliance, investigation of regulatory compliance matters, development of guidance materials, and conducting hearings.

Responsibilities

Review licensing and transfer applications, ancillary business registrations, and location changes.

Analyze complex legal agreements and leases for compliance with statutes and regulations.

Review cannabis advertising to ensure compliance with applicable statutes.

Investigate regulatory compliance matters related to ownership and control.

Develop statutory and regulatory guidance materials for cannabis businesses.

Conduct hearings and related proceedings.

Minimum Qualifications

High‑school graduation or high‑school equivalency certificate.

Six years of administrative staff or professional experience.

Educational substitutions are allowed: each 30 college credit hours can replace one year of experience (up to four years); a bachelor’s degree plus two years of experience; a master’s degree; or U.S. military service as a commissioned officer with relevant staff experience.

Desired Qualifications

Professional regulatory compliance experience (interpretation and application of statutes and regulations).

Experience in a legal setting (law firm, corporate legal department) involving contract drafting, review, or analysis of complex agreements.

Experience conducting regulatory or administrative investigations.

Commitment to public service.

Licenses, Registrations, and Certifications
All duties that require operating a motor vehicle require possession of a valid Maryland motor vehicle operator’s license.

Benefits
Contractual employees eligible for the State Employee and Retiree Health and Welfare Benefits Program: health benefits subsidy covering 75% of premiums (employer pays 25%); dental, accident death and dismemberment, and life insurance available for full cost; leave accrual per hours worked.
