Brief Job Description: The Contract Specialist V serves as the primary liaison for contractual accountability activities between the State and assigned contractors. The Contract Manager performs highly complex and advanced consultative and technical tasks related to the development, negotiation, routing, execution, oversight, interpretation, coordination and enforcement of assigned contracts. Responsibilities include authorizing disbursements, managing contractor performance, monitoring expenditures and program compliance, processing contract and budget amendments, and related data analyses. The Contract Specialist V works under minimal supervision with substantial latitude for independent judgment.
Responsibilities
Essential Job Function #1: Conduct contract development for Behavioral Health Services contracts from initial concept to execution, including procurement, renewal, and amendments. Coordinate with programmatic areas, PCS, legal, stakeholders, and leadership to ensure quality work products and timely delivery. May participate in related policy or procurement groups. (30%)
Essential Job Function #2: Perform contract management duties for unit contracts, including amendments, budgeting and payment processes, monitoring, risk assessment, oversight, and closeout. Develop, review, or interpret contract management policy and act as HHSC's lead in contractor communications.
Essential Job Function #3: Ensure contract oversight through coordination of a diverse team, maintain awareness of performance matters, and synthesize reviews with other data to support oversight. Prepare internal and external performance reports as needed. (20-30%)
Essential Job Function #4: Represent the Mental Health Contract Management Unit in meetings and communications, provide quality assurance, and collaborate with contractors and other agency sections to improve methods and respond to agency needs.
Essential Job Function #5: Perform other duties as assigned, including disaster response, policy development, communications, and stakeholder representation as necessary. (10%)
Knowledge, Skills And Abilities (KSAs)
Knowledge of mental health programs, applicable standards, policies, and contract development and management processes.
Thorough knowledge of management theory and practice, including personnel and financial management, process improvement, and quality assurance.
Understanding of organizational planning and implementation methods for complex delivery systems; working knowledge of mental health community programs.
Knowledge of state and federal legislation related to mental health and related services; understanding of governance and public accountability systems.
Analytical ability to compile and analyze complex financial and programmatic data; effective communication skills and ability to evaluate reports.
Ability to interpret policies and develop operating procedures for mental health programs; ability to solve problems and make decisions affecting operations.
Registrations, Licensure Requirements Or Certifications
Certified Texas Contract Manager or Certified Texas Contract Developer within 6 months of hire.
Qualifications and Screening
Initial Screening Criteria: 3 years of contract management or contract development experience.
Additional Information: Experience working for a large governmental entity preferred.
