DESCRIPTION OF WORK

In this County Fiscal Officer 3 position, you will serve as the Lead Fiscal Officer for our growing team. This includes overseeing all fiscal operations across our Aging, Transportation, Children and Youth, Drug and Alcohol, Behavioral Health, and other agencies. Your work will involve applying professional accounting principles to manage budgets, financial reporting, audits, and cost allocations, while supervising a team of fiscal staff. Effective collaboration with other internal management professionals is essential for ensuring compliance with human resource and payroll policies, as well as alignment with county accounting policy and procedures.


Key responsibilities of this role include:

  • Agency-Wide Fiscal Oversight: Manage fiscal functions for human service agencies, ensuring accuracy and compliance for program reporting.
  • Staff Supervision: Directly supervise five fiscal officers, approve timesheets and leave, and conduct performance evaluations.
  • Accounting and Reporting: Prepare financial statements, reconcile accounts, and ensure adherence to state and federal reporting standards as well as the specific fiscal reporting requirements for each Human Services Agency.
  • Budget Management: Oversee budget preparation, monitoring, and revisions in line with grant regulations.
  • Audit and Compliance: Conduct internal audits and maintain cost allocation processes aligned with federal requirements
  • System and Process Improvement: Develop and implement enhancements to accounting systems, procedures, and controls.


Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch. Employee may have irregular hours, including evenings, weekends or holidays.
  • Employee may have overnight travel or out of county travel for meetings or training.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a County Fiscal Officer 2; or
  • Five years of accounting and/or budgetary experience and a business-related associate's degree that includes six college credits in accounting; or
  • Three years of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

Legal Requirements:

  • You must pass a background investigation.
  • A conditional offer of employment will require a drug screening.
  • This position falls under the provisions of the Child Protective Services Law.
