
Sourcing Procurement Manager in San Francisco

We’re hiring a
Sourcing & Contracts Manager
to lead end-to-end procurement and contract management, from RFPs and vendor selection to negotiation and contract administration. You’ll own key purchasing documents (SOWs, Work Orders, Change Orders, and service agreements) and be a go‑to advisor for internal teams.
What You’ll Do:
Draft, negotiate, and manage SOWs, Work Orders, Change Orders, and service agreements
Lead the full procurement cycle: solicitation, vendor evaluation, negotiation, and execution
Ensure compliance with internal policies, regulations, and public agency best practices
Partner with internal stakeholders and legal to define scopes, structure commercial terms, and manage risk
Oversee contract amendments, renewals, and vendor performance
Supervise and develop 1–2 procurement/administrative staff
Improve procurement processes, templates, and guidance materials
Maintain complete and accurate contract and procurement records and support audits
Requirements:
Bachelor’s degree in Business, Public Administration, Finance, Supply Chain, or related field (or equivalent experience)
7+ years’ experience drafting and negotiating purchasing/contracting documents
Hands‑on experience with SOWs, Work Orders, and Change Orders
Experience working with internal stakeholders and legal counsel on procurement
Prior supervisory experience or leadership of cross‑functional procurement efforts
Background in a public agency, utility, energy, or other regulated environment is a plus
Strong knowledge of procurement/contracting practices and commercial negotiations
Excellent project management, communication, and organizational skills
Proven ability to manage multiple procurements and maintain high attention to detail
qualifications
Experience with public sector procurement rules and policies
Experience with energy, consulting, or technical services contracts
Professional certifications (e.g., CPPB, CPPO, CPSM)
