
Supervisory Medical Records Administrator (Chief HIMS)

Summary
This position serves as the Chief - Health Information Management Service (HIMS) at the James A. Haley Veterans' Hospital and Clinics. The Chief - HIMS is responsible for managing the facility's health record program and medical information/data management, and will lead all aspects of health information at this institution.

Basic Requirements
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience: Provide either creditable experience or education.
Three years of creditable experience in the field of medical records that included the preparation, maintenance, and management of health records and health information systems or equivalent education.
Successful completion of a bachelor's degree or higher from an accredited college or university recognized by the U.S. Department of Education, with a major field of study in health information management or a related degree with a minimum of 24 semester hours in health information management or health information technology.
Equivalent combinations of creditable experience and education that equals 100 percent may be used to meet basic requirements.
Certifications: Coding certification through American Health Information Management Association (AHIMA) or American Association of Professional Coders (AAPC); or HIM certification through AHIMA; or Health Data Analyst certification through AHIMA.
Physical Requirements: Routine work requires phone, keyboard, and computer mouse use; standing and sitting for extended periods; intermittent non‑strenuous ambulation around the medical center; carrying light items such as papers, books, and some files.
English Language Proficiency: Medical Records Administrators must be proficient in spoken and written English.
Grade Determinations: In addition to the basic requirements, candidates must meet all criteria for the appropriate GS grade, including one year of creditable experience at the required level and relevant certification.
Duties
Direct the operation of all personnel working within program areas such as records analysis, coding, clinical documentation improvement, and medical record files.
Evaluate the health records program and independently determine the nature and extent of problem areas; develop recommendations and solutions for program improvement.
Manage the health record coding program, ensuring the facility fully accounts for workload in a timely and accurate manner.
Serve on a multidisciplinary revenue team to optimize reimbursement opportunities and provide billing expertise to improve collections.
Provide technical guidance on health information issues including documentation requirements, liability issues, advance directives, informed consent, privacy, and confidentiality.
Conduct internal quality assurance reviews to ensure employee performance and work quality; establish metrics for timeliness of electronic and hard‑copy records.
Report findings and trends to management and maintain delinquent record logs.
Assist on research projects and serve as a resource for patient data at both individual and aggregate levels.
Represent HIMS as a subject matter expert at the facility‑wide Health Records Committee, advising on VA requirements and Joint Commission standards.
Ensure compliance with Joint Commission standards for health information and that all patients have complete records of their care.
Lead automation initiatives for all health information systems and support the information security program.
Conduct training programs in health record science, medical terminology, documentation, and medico‑legal matters.
Supervise all personnel within the Health Information Program, manage labor relations, and oversee budget management.
Establish performance expectations, develop improvement plans, and provide counsel on administrative matters.
Review and approve leave requests, and maintain evaluation of health records to meet legal requirements.
Work schedule: Monday to Friday, 8:00 am to 4:30 pm; telework and virtual options not available.
