Overview

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Nurse II in the Quality Monitoring Program (QMP). This role performs senior-level consultative services and technical assistance to plan, develop, coordinate, and implement QMP initiatives and procedures, while serving as a liaison with stakeholders and conducting monitoring visits. The position also provides education to nursing facility staff on quality improvement and compliance with federal and state PASRR regulations.
Essential Job Functions

Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
Attends work on a regular and predictable schedule in accordance with agency leave policy.
Plans and conducts monitoring and on-site visits to review individual nursing services, programming records, and other documentation, ensuring compliance with federal and state PASRR regulations (40%).
Communicates complex information with facility staff, contractors, and HHSC program staff, providing technical assistance and education on PASRR policies (20%).
Documents on-site review findings, prepares reports, and recommends quality improvement actions (15%).
Schedules visits, monitors follow‑up situations, and coordinates activities to meet program needs (10%).
Researches inquiries or complaints, recommends resolutions, and prepares responses (5%).
Maintains current knowledge of program policies and procedures through literature reviews and practical application (5%).
Attends meetings or educational opportunities as assigned (5%).
Completes other duties as assigned.

Ability to perform other essential job functions such as sitting, standing, crawling, kneeling, bending, and lifting up to 25 lbs.
Registrations, Licensure, and Certifications

This position requires a current Texas Registered Nurse license (in good standing), proof of insurance, and a current Texas driver’s license.
Initial Selection Criteria

Minimum two (2) years of experience working with persons with IDD.
Experience making oral presentations and providing educational consultation.
Willing to travel 80% of the time.
