Public Participation Specialist (Analyst II)
Department of Toxic Substances Control (DTSC) is hiring a Public Participation Specialist to provide public involvement services to California communities.

Salary: $6,031.00 – $7,547.00 per month. Final filing date: 5/4/2026.

Responsibilities

Plan and facilitate public meetings, hearings, workshops, and forums.

Design and implement public outreach and engagement strategies, documents, approaches, and initiatives customized for each community.

Conduct comprehensive community assessments via surveys, stakeholder interviews, site visits, door‑to‑door canvassing, attendance at neighborhood council meetings, PTA meetings, and other community‑oriented events to research and document community needs and concerns.

Promote two‑way communication between DTSC and the public.

Collaborate with DTSC staff, responsible parties, and representatives from local, state, and federal agencies.

Conduct field/site visits to develop community mailing lists and to obtain information on community demographics, translation needs, and project‑related information needs.

Desired Qualifications

Experience in public outreach and engagement, and planning and implementing public participation strategies.

Ability to work effectively in a fast‑paced environment; comfortable working with diverse groups including community‑based organizations, elected officials, and communities impacted by hazardous waste and toxic issues.

Experience working with Environmental Justice communities, organizations, groups, and networks.

Leadership and teaching skills to facilitate effective internal and external teams.

Experience related to policy analysis and best practice procedures.

Emotional intelligence, cultural competency skills, and systems thinking.

Written and oral communication skills utilizing plain language principles.

Working Conditions
Hybrid schedule may be available. Effective July 1, 2025, specific bargaining units and associated excluded state employees are subject to a salary reduction between 2% and 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025) per month. This position is not eligible for visa sponsorship; applicants must be authorized to work in the United States without the need for visa sponsorship by the start date of employment.
