
Senior Disability Employment Analyst (Human Resources Analyst II)

About the Position
City of Portland is seeking to fill a Senior Disability Employment Analyst (Human Resources Analyst II) position. The incumbent will be a key staff member of the Benefits Division within the Bureau of Human Resources, lead individual ADA accommodation cases and serve as a technical expert on ADA Title I and PWFA.
Responsibilities
Lead
accommodation and interactive process cases under ADA and PWFA, ensuring compliance with federal and state laws, labor agreements, and City administrative rules.
Determine
and apply best practices to create a safe and supportive environment for job applicants and employees with disabilities.
Collaborate
with stakeholders during the interactive process including employees, managers, other bureaus, and HR business partners.
Coordinate
events, campaigns and observances related to disability employment, supporting inclusive employment practices and program goals.
Evaluate
outreach and training effectiveness, adjusting curriculum based on business needs, feedback, and trends.
Provide
advanced level of customer service while maintaining confidential, complete, and accurate records in accordance with specified legal requirements and best practices.
Qualifications
Experience
independently analyzing, interpreting, and applying complex disability employment laws, regulations, ordinances, policies, and procedures related to ADA/ADAAA Title I and PWFA.
Experience
leading end-to-end good faith interactive processes and reasonable accommodations (ADA Title I and PWFA).
Experience
developing and facilitating outreach and training that promote an inclusive environment for employees with disabilities.
Experience
communicating and presenting conclusions and recommendations clearly, logically, and persuasively.
Experience
exercising sound judgement in high‑risk, emotional or ambiguous situations using trauma‑informed practices.
Ability
to establish and maintain effective working relationships with bureau managers, staff, City affinity groups, the public, and others encountered in the course of business.
Eligibility
Applicants must be full or part‑time, permanent, temporary (does NOT include contract workers), limited‑term or seasonal/casual City of Portland employees by the closing date of this announcement or must have an effective lay‑off date with recall eligibility from the City of Portland within 24 months of the opening date of this announcement. Applicants must show how their education, training, work experience and/or lived experience meets each of the qualifications listed above.
