Description of Work
In this position, you will handle administrative and supervisory tasks related to the financial operations of a county-level public child welfare agency. Your duties will include managing daily accounting activities, such as preparing entries, reconciling accounts, and generating reports for accounts receivable and revenue transactions. You will also be responsible for reviewing program budgets, monitoring receipts and expenditures, and processing provider invoices for payment. Additionally, you will oversee payroll preparation and ensure its timely submission to the county controller's office.
You will be involved in the preparation and management of fiscal documents, as well as the creation of financial statements and reports for federal, state, and county levels. Your role will also include participating in contract development, overseeing fiscal monitoring, coordinating financial reporting related to accidents, and conducting regular fiscal reviews. Furthermore, you will assist in the preparation of the annual Needs-Based Plan and Budget, focusing on budget development, fiscal forecasting, and tracking expenditures.
Work Schedule and Additional Information:
Full-time employment
Work hours are 8:00 AM to 4:30 PM, Monday – Friday, with a 60-minute lunch

You will not have the option to telework in this position

In some cases, the starting salary may be non‑negotiable
Required Experience, Training & Eligibility
QUALIFICATIONS
Two years as a Fiscal Technician and six college credits in accounting; or
Five years of bookkeeping experience and six college credits in accounting; or
Three years of accounting and/or budgetary experience and a business‑related associate's degree that includes six college credits in accounting; or
One year of accounting and/or budgetary experience and a business‑related bachelor's degree that includes six college credits in accounting; or
An equivalent combination of experience and training that includes or is supplemented by six college credits in accounting
Other Requirements
You must meet the PA residency requirement.
You must be able to perform essential job functions.
Legal Requirements
You must pass a background investigation.
This position falls under the provisions of the Child Protective Services Law. Conditional offers of employment will require submission and approval of satisfactory criminal history reports, including PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.
