Financial Analyst II
Job Title: Financial Analyst II – Health & Human Services Commission, Compliance and Quality Control Department
Salary: $4,801.16 - $5,500.00 per month (monthly)
Location: 4601 W Guadalupe St, Austin, TX
Job Summary
Perform highly complex (senior‑level) financial/fiscal monitoring of government, educational, non‑profit, and/or for‑profit entities contracted to administer HHSC programs. Examine, investigate, and review accounting records, financial statements, management practices, and internal controls to ensure compliance with federal and state laws, HHSC policies, and contract provisions. Prepare reports with findings, recommendations, and corrective actions. Provide technical assistance to HHSC contractors regarding financial compliance. Lead and oversee a monitoring team, train new staff, and work with minimal supervision.
Essential Job Functions
30%
Leads financial/fiscal monitoring reviews of contracted entities throughout Texas. Identifies financial non‑compliance by researching specific topics, reviewing backup documentation, audited statements, and programmatic reports, and applying other research techniques.

Exercises initiative and independent judgment to identify unique issues for specific contractors and design review procedures based on input from program personnel, complaints, past history, and documentation.

Gathers, prepares, and organizes all working papers related to financial monitoring reviews. Develops necessary financial summaries, schedules, and attachments to determine compliance with federal and state laws and HHSC policies.

Prepares comprehensive formal financial monitoring reports detailing conclusions, findings, and recommendations. Manages follow‑up activities, including correspondence, requests for additional documentation, and issuance of final reports.

Provides technical assistance to contractors and HHSC program personnel on financial compliance, cost allowability, adequacy of financial systems, and internal controls. Acts as mentor and assists training of newly hired fiscal monitors.

Participates in developing and modifying financial compliance policies and procedures, TeamMate procedures, research and interpretation of regulations, and HHSC financial reporting forms. Performs other related work as assigned.
Knowledge, Skills & Abilities
Knowledge of complex accounting systems, journals, and source documentation required for compliance with contract language, state and federal regulations.
Knowledge of financial analyses and examination procedures for regulated entities, financial terminology, industry practices, and statistical analysis.
Skill in computer operations, applicable software, data modeling, and database programs.
Superior skills in Microsoft Office products, especially Excel.
Ability to administer financial processes and systems.
Ability to perform and interpret numerical analyses.
Ability to interpret statutes, state and federal rules and regulations.
Ability to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations.
Ability to prepare reports and correspondence regarding findings.
Ability to communicate effectively orally and in writing.
Ability to assign and/or supervise the work of others.
Initial Screening Criteria
Bachelor’s degree in accounting, business administration, finance or related field from an accredited four‑year college or university (preferred). At least three years of experience in accounting, financial/fiscal monitoring, auditing, program administration, or full‑charge bookkeeping, or grants/contracts administration. Education and experience may be substituted on a year‑for‑year basis.

Eligible for telework. All HHS positions are subject to state and agency telework policies and supervisor discretion.
