Emergency Management Specialist 3 Job Overview The Division of Homeland Security and Emergency Management within the Department of Military and Veterans Affairs is recruiting an Emergency Management Specialist 3 in the Disaster Assistance Section. This is a Supervisors Unit position open to Alaska residents only.

Key Responsibilities

Develop, negotiate, and administer state and federal disaster recovery grants, ensuring eligibility, scoping, and financial oversight of critical infrastructure projects.

Lead and mentor program staff, setting priorities, delegating work, and fostering professional growth.

Serve as the primary liaison with FEMA and partner organizations, providing technical guidance, resolving complex project challenges, and supporting applicants throughout the recovery process.

Coordinate disaster response operations with the State Emergency Operations Center (SEOC) and support field activities as required.

Qualifications and Competencies

Leadership: influence, motivate, and challenge others; adapt leadership styles to varied situations.

Oral and Written Communication: effectively convey information, make clear presentations, and respond appropriately.

Compliance: understand procedures for evaluating and monitoring programs for compliance with federal laws and guidance.

Adaptability: adjust work plans, gather relevant information, and apply critical thinking amid competing priorities.

Program Oversight: plan, coordinate, and monitor programs to meet governmental requirements, offering professional consultation on specialized services.

Minimum Qualifications

Two years of journey professional‑level experience mitigating, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events; satisfying the requirements of an Emergency Management Specialist 2 with the State of Alaska, or an equivalent elsewhere.

OR three years of journey professional‑level experience creating contingency plans, conducting exercises to evaluate plans and training, responding to events that create civil disruption or environmental disturbance, or directing recovery from such events.

OR a bachelor’s degree, in any accredited field, plus two years of journey professional‑level experience in any of the areas listed above.

Special Requirements

Valid Alaska driver’s license is required.

Must pass a federal background security check and obtain a Defense Biometrics Identification System (DBIDS) card for JBER access; clearance must be maintained.

Occasional travel to remote field sites via small aircraft, helicopters, boats, and other vehicles; endurance for harsh weather, confined spaces, and wildlife exposure.

Potential for periodic, 24‑hour on‑call duty and travel to remote locations.
