Role: Business Development Engineer- Water/ Waste Water
Location: Bee Cave, TX (Hybrid)
Compensation: $112,810 – $180,496 / year

A rapidly growing utility organization is seeking a Business Development Engineer – Water/Wastewater to support expansion efforts across Texas. This is a high-impact, executive-facing role focused on supporting new development projects through feasibility analysis, design coordination, and utility infrastructure delivery.
This organization is experiencing significant growth and needs a seasoned Texas-licensed PE who can step in immediately and lead from day one.
About the Opportunity
This role serves as a subject matter expert in planning, feasibility review, and construction coordination for water and wastewater utility infrastructure projects. You will partner closely with business development leadership, developers, contractors, and executive stakeholders to evaluate service availability, manage technical risks, and ensure projects are delivered safely, on time, and in compliance with Texas regulations.
This is a highly visible position with direct exposure to senior leadership.
Key Responsibilities
Engineering & Technical Leadership
Conduct feasibility assessments for new development projects
Evaluate water/wastewater service availability and system capacity
Perform hydraulic calculations (flow, pressure, pipe sizing, demand analysis)
Prepare and review engineering layouts and design support (pipelines, pump stations, storage facilities)
Verify CCN coverage and review TCEQ and PUC documentation
Analyze cost implications and provide technical recommendations
Project Coordination
Support permitting and regulatory filings
Manage scopes, schedules, and budgets
Coordinate with developers, contractors, and project managers
Resolve technical conflicts and construction-related challenges
Field Support
Review shop drawings, RFIs, and change orders
Conduct site visits and construction observations
Ensure compliance with regulatory and safety standards
Required Qualifications
Bachelor’s Degree in Civil Engineering (required)
Active Professional Engineer (PE) license in Texas (required)
8+ years of experience in:
Water and wastewater infrastructure
Land development
Municipal utility systems
Strong knowledge of Texas regulatory environment (TCEQ, PUC)
Proficiency with AutoCAD Civil 3D
Ability to evaluate utility service availability and construction impacts
Valid Texas driver’s license
This role requires someone who can hit the ground running. There is no capacity for mentorship.
Preferred Experience
Hydraulic modeling software
Experience supporting fast-growing utility environments
Strong executive-level communication skills
Experience working directly with developers
Location & Work Schedule
Bee Cave, TX (14 miles west of Austin)
Hybrid schedule
Typically remote Mondays & Fridays
In-office presence required (not fully remote)
Some field time required
Up to 20% travel within Texas

Base Salary: $112,810 – $180,496 (depending on experience)
