Administrative Operations Specialist.

Responsibilities

Keep management informed of new or revised administrative policies, regulations, and procedures that affect the organization.
Advise management officials on a full range of administrative management functions and the effective utilization of financial, logistical, and workforce resources.
Develop procedures to increase the general flow of information and overcome bottlenecks in the administrative process.
Serve as the organization workforce advisor coordinating organizational needs with requirements, directing the initiation and processing of personnel actions and facilitating the accomplishment of various workforce programs.
Plan, develop, and execute the unit’s administrative functions.
Communicate on a regular basis with internal and external customers.
Perform supervisory duties 20% or less of the time.
Conditions of Employment

Must be a U.S. Citizen or National.
Males born after 12/31/1959 must be Selective Service registered or exempt.
Subject to satisfactory adjudication of background investigation and/or fingerprint check.
Successful completion of one-year probationary period, unless previously served.
Per Public Law 104-134, all Federal employees are required to have federal payments made by direct deposit to their financial institution.
Successfully pass the E-Verify employment verification check.
Qualifications

In order to qualify, you must meet the following requirements:
Specialized Experience Requirement

Provide advice and guidance in one or more functional areas such as office management, human resources, budget and finance, contracting, purchasing, and workforce management.
Provide management with advisory services for organizational problems or issues such as space utilization, cost analysis or program budget management, or workforce planning.
Organize and coordinate the administrative needs of different work groups and program areas.
Keep management informed of new or revised administrative policies, regulations, and procedures that affected the organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time in Grade Requirement:

If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time‑in‑grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Transfer of station may be authorized. Final determination will be made at the time of official job offer.
