Future Salary Increases

June 2026 – 4.30% increase to base pay (3.00% Across‑Board + 1.30% Market Adjustment)

Position Overview
The Office of Revenue and Recovery is seeking motivated self‑starters who are interested in supervising and leading a team of Revenue and Recovery Officers and Administrative Professionals.

This position supervises activities responsible for the collection of debts owed to the County for purposes other than property taxes and child support. Responsibilities include obtaining and analyzing financial information; negotiating payment agreements; enforcing collections through written correspondence, telephone, and personal interviews; and determining the feasibility of pursuing litigation. In addition, this role is responsible for the more specialized and difficult enforcement and collections work in the Legal Enforcement Division.

The leader in this position will have experience leading complex projects, interpreting legislation, statutes, and/or policies, and demonstrated excellence in managing and leading teams. Successful candidates are subject matter experts who proactively identify and mitigate risks. They are skilled and tactful communicators, with experience motivating staff to perform at the top levels. This leader will demonstrate ethics and integrity through action and impeccable follow‑through on all assignments.

Minimum Qualifications

Two (2) years of satisfactory job performance as a Revenue and Recovery Officer at the County of San Diego (i.e., the applicant must have received overall Standard on all performance reports covering the two (2) years of experience); or

Three (3) years of experience in a public, private, or retail credit/debt collection environment with independent responsibility for planning the extent and methods of collection and enforcement, including (1) year in a lead or supervisory capacity.

Notes:

Completion of appropriate coursework from an accredited U.S. college or university, or certified foreign studies equivalency, may substitute for up to one year of the required experience as listed above.

Related legal or case management experience will be considered qualifying.
