Health Program Manager 4 (Deputy Section Chief PCN 061226) – Anchorage, AK

Responsibilities
Serve as Deputy Section Chief for the Section of Epidemiology, supporting a team of nearly 100 public health professionals.
Partner with the Chief Epidemiologist to guide strategy and coordinate major programs, including infectious diseases, HIV/STD prevention, immunizations, and environmental public health.
Make key operational decisions and step in as Acting Section Chief when needed to ensure strong, consistent leadership.
Help lead Alaska’s response to emerging and ongoing public health threats through rapid, coordinated action.
Build partnerships across programs and agencies to help protect the health and safety of communities across Alaska.
Desired Competencies

Prepare, justify, and administer the budget for program areas; plan, administer, and monitor expenditures to ensure cost‑effective support of programs and policies; assess financial condition of the organization.
Organizational Awareness:
Know the organization’s mission and functions, and how its social, political, and technological systems work; operate effectively within them; understand programs, policies, procedures, rules, and regulations.
Program Oversight:
Plan, coordinate, and monitor programs to ensure federal, state, and local government requirements are met; provide consultation on specialized services.
Minimum Qualifications
Program Planning – ensures state/Tribal/community health improvement planning uses community assessments and related data; develops program goals and objectives.
Community Dimensions of Practice – distinguishes roles of governmental and non‑governmental organizations in providing health programs.
Partnering – develops networks, builds alliances, collaborates across boundaries.
Public Health – applies knowledge of concepts, principles, theories, methods, and tools related to protecting and improving community health, including disease and injury prevention.
Human Capital Management – builds and manages workforce based on organizational goals, budget considerations, and staffing needs; recruits, selects, appraises, rewards; addresses performance problems.
Leadership – influences, motivates, and challenges others; adapts leadership styles to varied situations.
Conflict Management – encourages constructive difference of opinions; prevents and resolves conflicts and disagreements.
Equivalent to a bachelor’s degree in a related field or progressive professional supervisory experience in health program planning, coordination, evaluation, or implementation, including technical health care assistance and consultation. Licensure may be required; driving license is required at the time of appointment.
