Job Description And Duties
Under direction of the Examination and Recruitment Unit Manager, the Analyst II performs the full range of examination and recruitment duties. The Analyst II is responsible for administering job analysis and decentralized delegated examinations and serves as a point‑of‑contact for recruitment needs for CARB and CalEPA. Additionally, the Analyst II works with CalHR on examination issues, assists in preparing responses to examination appeals required by the State Personnel Board, and provides consultation and recommendations to management on recruitment and selection. The Analyst II develops recruitment materials such as flyers and pamphlets for distribution at recruitment events, identifies networking opportunities, and shares contact information with CARB and CalEPA programs as appropriate. The Analyst II maintains CARB’s Career Center services by providing one‑on‑one coaching, interview skills and techniques, and mock interviews. The Analyst II evaluates and measures information by conducting Minimum Qualification (MQ) for appointments, reviewing job applications for a broad variety of professional, technical, scientific, administrative, and clerical classes to determine if applicants meet minimum qualifications, contacts other State departments to obtain employment history, and corresponds with candidates regarding their qualifications and drafts permanent withhold letters for the Personnel Officer’s signature while maintaining the CARB’s MQ verification mailbox.
