Job Overview

Data & Evaluation Analyst | Human Capital Programmatic Evaluation & Compliance – HC Evaluation Frameworks (NSF0093093) supporting the National Science Foundation (NSF) and the Office of the Chief Human Capital Officer (OCHCO). This is an exempt W2 position located in Alexandria, VA with a hybrid work arrangement and across the Mid‑Atlantic Region. The role focuses on human capital program evaluation, data analysis, and the delivery of advanced analytics and business intelligence solutions to improve federal human‑capital management.
Responsibilities and Duties

Deliver innovative solutions that improve operational efficiency through digital transformation and process automation.
Enhance data‑driven decision‑making using role‑based advanced analytics and business intelligence.
Support regulatory compliance and adherence to federal human‑capital management policies.
Facilitate seamless integration of IT systems and workforce‑planning tools.
Optimize service delivery through performance‑based outcomes and SLAs.
Conduct human‑capital program evaluations following HR‑Stat, OPM guidelines, and GPRA Modernization Act standards.
Analyze data, policies, controls, and requirements; produce accurate documentation, insights, dashboards, or compliance evidence to support NSF decision‑making.
Qualifications

Bachelor’s degree in Data, IT, or related field.
Minimum 4 + years of analytics experience.
Skills and Competencies

Data analysis, data‑management, and reporting.
Problem‑solving and analytical thinking.
Proficiency in project‑management methodologies and tools.
Strong communication, oral and written.
Time‑management and prioritization to meet project milestones.
Other Requirements

Advanced knowledge of Microsoft Office (Excel, Access, Outlook, PowerPoint, Word) and Adobe Acrobat.
Familiarity with data analytic tools and Visio.
Commitment to work collaboratively with diverse teams.
