Does ‘No’ Mean No?

Jobseeker feels she was turned down for a silly, arbitrary reason without even getting to speak to the hiring manager. Jobseeker further says she knows who the hiring manager is and would like to bypass HR, sending a cover letter that says “I know I don’t have this thing on paper that you want, but I feel I was eliminated prematurely.” What does she do?
Punk Rock HR answers. In essence: Don’t be needy, but figure out a way to get in front of the hiring manager—IF you’re sure HR was really responsible for the elimination, not the boss.
