Background: Texas Highways, the travel magazine owned and operated by the state of Texas, boasts subscribers in all 50 states and 100 countries. It was founded in 1974 by order of the state legislature, and it's a glossy magazine that "encourages travel within the state and tells the Texas story to readers around the world." Bottom line: All stories should inspire the reader to travel to and within the state of Texas....
