Temporary, FLSA exempt, full-time, 80 hours per pay period
This is a two year, temporary position that is expected to end on 12/31/2027 with the possibility of an extension.
Anticipated Schedule: Monday through Friday, 8am-5pm with a minimum of 2 days a week in the office at the Central Library.
Salary range: $134,467.20 - $163,365.12 annually
This recruitment is open to the public and to The Seattle Public Library’s employees and will remain open until filled . A pay period is two weeks in length that starts on Wednesday and ends on Tuesday. The anticipated schedule is based on the Library’s current, operational need and is subject to change.

Overview

This position works in the information technology realm primarily communicating, planning, managing, facilitating, and collaborating with cross functional teams. An IT Program Manager serves as a key facilitator for technical and non-technical teams delivering work with a significant technical aspect, provides information or recommendations to senior leaders, and represents the IT Department or the Library in projects or programs.
The IT Program Manager will lead, support, or contribute to projects or programs related to information technology systems or services. The major range of functions include implementations, migrations, policies and procedures, governance, cybersecurity, and strategic priorities. Staff may be assigned to them as program resources as needed.
Job Responsibilities
Governance and Strategy: Provides strategic governance for multiple impactful system-wide projects or programs. Technical Trends and Methodologies: Has a deep understanding of trends and methodologies regarding the effective use of technology or practices. Budget and Cost Oversight: Experienced with managing large, complex project or program budgets and exercising oversight of costs accrued through project or program delivery. Leadership and Mentoring: Serves as a leader and mentor to develop project or program staff in the practice and execution of project or program strategies and plans. Effective at change management across the enterprise. Documentation and Policy Development: Provides comprehensive documentation for project/program delivery, leads or contributes to policy development, creating or updating administrative procedures. Risk Assessment and Mitigation: Able to identify and assess risk and identify or recommend mitigation measures. Contract/Procurement Management: Work with finance and procurement staff to guide projects through the procurement process including soliciting and evaluating bids through contract execution. Interest-Holder Communication: Identifying and coordinating with interest-holders through proactive communication regarding project or program initiatives. Regulatory Compliance: Ensures project or programs comply with relevant regulations, policies, or procedures relevant to project or program management. Project or Program Team Leadership and Training: Functions as a leader of cross functional teams assigned to project or program initiatives. Documentation and Reporting: Documents and reports on project or program status.
Qualifications
Bachelor’s degree in computer science, information technology, public administration, or a related field. Certifications (e.g., PMP, CSM, ITIL) are a plus. A combination of education and experience will be considered. Minimum of 5–8 years of experience in IT program management, with a strong background in both leading projects and providing strategic IT advisory services. Proven track record of managing large-scale, complex IT projects/programs with demonstrated success in delivering them on time, within budget, and meeting quality standards. Experience in a variety of industries and business functions, with a deep understanding of how technology drives business value. Demonstrated experience in strategic planning, IT budgeting, and resource management.

The full salary range for this position is
$134,467.20 - $163, 365.12 annually
