Are you an innovative library leader with a passion for technology, digital services, and resource management? The City of Hampton is seeking a dynamic Librarian IV – Technical Services Manager to oversee the strategic direction and daily operations of our Technical Services Division. This leadership role is responsible for managing cataloging, acquisitions, digital services, and collection development across the library system.
As the Technical Services Manager, you will supervise a skilled team of professionals, evaluate and maintain physical and digital collections, implement innovative technologies, and oversee vendor relationships and contract negotiations. You’ll also monitor digital subscriptions and manage the library’s materials budget, debt collection process, and annual financial write-offs. A strong understanding of weeding procedures (such as the CREW method), budgeting, e-Rate processes, and system upgrades is essential. You’ll collaborate with division managers and the Library Director to ensure responsive, forward-thinking library services for our diverse community.
Minimum Requirements- Master's degree in Library and Information Science from an accredited college or university or a closely related field of study.
- Five (5) years of full-time equivalent experience in Cataloging, Acquisitions, Collection Management, Digital Services, or a closely related experience.
- Three (3) years of supervisory experience.
- A combination of education and experience may be considered for this position.
- Must successfully pass a background check prior to any offer of employment or promotion.
The incumbent may be considered “essential personnel” during City emergency situations or at the direction of the City Manager which may include long hours and unusual schedules.

- Lead, plan, manage, and evaluate the services associated with all library collections and digital services.
- Learn and incorporate current trends to predict the direction of change and innovations for virtual and physical library collections and services.
- Supervise all staff in the Technical Services division of the library system including the cataloging librarian, systems support, acquisitions, and processing staff.
- Develop, organize, and evaluate library collections to meet the needs of customers.
- Collaborate with each division manager and the system-wide Collection Development Team to establish, implement, and evaluate weeding processes and procedures using the CREW method of weeding as the baseline.
- Plan, lead, and evaluate selection and acquisition of print, non-print, digital, and electronic information for the department to provide accurate, up-to date materials in a timely and cost-effective manner.
- Oversight of budgets for the Technical Services division operation and library materials to ensure resources are used effectively.
- Negotiate and/or administer contracts and vendor agreements to ensure effective agency operation and quality customer service for the department.
- Provide guidance, mentorship, and coaching to staff, identifying training needs and opportunities and develop training programs which provide staff with the necessary and appropriate skills.
- In collaboration with the systems support staff, analyze new or improved computer information systems and research current technologies to recommend solutions to user problems or needs.
- Manage implementation of new technology solutions and application upgrades.
- Finalizes the e-Rate application process in collaboration with library systems support and City IT to determine equipment needs and replacement cycle.
- Monitors digital subscriptions, including maintenance and license agreements.
- Coordinates the Library’s debt collection process.
- Advises, and communicates with, the Library Director on technology-related matters and the budget, which includes justification for collections or technology procurement.
- Manages the annual financial write-off process in accordance with records retention standards.
- Demonstrates regular and punctual attendance.
- Performs other related duties as required.
