Introduction For nearly 60 years, Crisis Support Services of Alameda County (CSS) has been dedicated to preventing suicide and offering hope during times of crisis. Our vision is an Alameda County where every individual, in all our diversity, feels a true sense of belonging. We provide life-affirming support through our 24-hour crisis line and text line, grief therapy, older adult therapy, school-based therapy, and community education in school settings and for adults. Every year, we respond to more than 65,000 crisis calls and texts, offering life-saving support to individuals in emotional crises or difficult life circumstances. While we acknowledge that the mental health field has not always served everyone equally, we are actively working to create a more just and inclusive crisis system of care for all. We commit to addressing the inequities and elevating voices and experiences of those directly impacted by suicidal thinking or behaviors, in order to better serve the diverse communities of Alameda County. We are seeking proposals from highly skilled and experienced web developers or agencies to design, develop, and launch a new, dynamic website. This new platform will be crucial in expanding our outreach, streamlining access to vital services, and strengthening community engagement with our mission. The new website will help our goals of reducing mental health stigma and promoting help-seeking behavior. 2. Project Overview The primary goal of this project is to create a comprehensive, user-friendly, and impactful website that serves as a central hub for our services and mission. The website should effectively communicate our purpose, guide visitors to appropriate resources, and inspire active participation in our work. Key Objectives: Increase Awareness: Effectively spread the word about all of the agency’s suicide prevention services to a broader audience across Alameda County, and encourage help-seeking behavior Facilitate Access to Life Saving Resources: Provide clear, intuitive pathways for individuals to connect with the correct crisis service programs within our community. We can organize resources with the 988 framework: Someone to call, someone to visit, and somewhere to go. We also want to showcase agencies that don’t utilize law enforcement interventions. Examples include: APTP and RJOY. Drive Engagement: Compel visitors to participate in our mission through various channels, including: Drive significant email list growth towards the 125,000 subscriber target through strategic content and clear opt-in opportunities Employment opportunities Volunteer recruitment Clinical Internship Recruitment Financial donations: Increase online donations and recurring gift to contribute to the budget expansion, with a focus on securing sustaining donors and donor retention Donations of goods or in-kind support Community partnerships Establish Credibility: Showcase our agency's impact, subject matter expertise, and dedication to all communities in Alameda County. We will use visual storytelling to show who we are serving and the communities we are bringing together. The stories show the communities we want to serve and support and the partnerships we want to build to support the mission. 3. Scope of Work The selected web developer will be responsible for all aspects of the website's creation, from initial concept to launch and post-launch support. This includes, but is not limited to: 3.1. Discovery & Strategy Conduct a comprehensive discovery phase to understand our target audiences, existing content, and strategic goals. Develop a detailed sitemap and user flow. Define key performance indicators (KPIs) for the new website. 3.2. Design & User Experience (UX/UI) Create a modern, compassionate, and professional visual design that aligns with our brand identity and is trauma-informed. Our organization operates with a trauma-conscious approach, and the website's visual and interactive design should reflect this sensitivity. This could influence color palettes, imagery, and interactive elements. Develop an intuitive and accessible user experience, prioritizing ease of navigation for individuals in distress. Design for optimal viewing and functionality across all devices (desktop, tablet, mobile) – responsive design is paramount. Incorporate strong visual storytelling elements to convey the impact of our work. 3.3. Content Development & Migration Advise on content strategy to effectively communicate our services and mission, with a strong emphasis on leveraging personal narratives of hope and recovery, and utilizing non-stigmatizing, people-first language. Plan for migration of existing essential content (if applicable). Integrate clear calls-to-action (CTAs) for services, employment, volunteering, and donations. 3.4. Technical Development Build a robust, secure, and scalable website platform. Implement a Content Management System (CMS) that is user-friendly for our staff to manage content updates (e.g., WordPress, headless CMS, etc.). Develop functionality for: Service directory/finder with clear descriptions and contact information for different crisis programs. Dedicated sections for employment, volunteering, and donation opportunities. Secure online donation processing integration. This integration should support both one-time and recurring donations. Contact forms and communication channels. Especially for newsletter/email list signups. Request for printed materials and community education presentations News/Blog section for updates and storytelling. 3.5. Search Engine Optimization (SEO) & Social Media Integration Implement best-practice SEO methods to ensure high visibility in search engine results for relevant keywords. We will prioritize applications that also demonstrate knowledge of how to optimize our content for engagement with AI (GEO). These strategies should also prioritize reaching high-stigma, low-utilization communities and non-English speakers, where appropriate. Ensure the website is structured and optimized for effective social media sharing (Open Graph tags, etc.). Integrate links to our social media profiles. 3.6. Accessibility & Security Accessibility: Adherence to WCAG 2.1 AA standards is mandatory to ensure the site is usable by individuals with disabilities. This includes proper semantic HTML, keyboard navigation, alt-text for images, color contrast, etc. Security: Implement robust security measures to protect user data and prevent vulnerabilities. This includes SSL/TLS encryption, secure forms, and regular security updates. 3.7. Multi-Language Support The website must be built with the capability for multi-language translation, allowing us to serve Alameda County's diverse linguistic communities effectively. Propose the best technical approach for implementing this (e.g., dedicated translation plugin, content duplication, etc.). 3.8. Testing & Quality Assurance Thorough testing across browsers and devices to ensure functionality, responsiveness, and design integrity. Accessibility audits and remediation. Security testing. 3.9. Training & Documentation Provide comprehensive training to our staff on how to manage and update website content within the CMS. Deliver detailed documentation for website maintenance and administration. 3.10. Post-Launch Support Outline any proposed post-launch support, maintenance, and warranty periods. 4. Technical Requirements & Preferences Platform: Propose your recommended CMS and justify your choice based on our needs. Technology Stack: Clearly state the programming languages, frameworks, and databases you intend to use. Scalability: The solution should be scalable to accommodate future growth and additional features. Performance: The website must be optimized for fast loading times and smooth user experience. Analytics: Integration with Google Analytics or similar web analytics tools. Domain & Hosting: Provide recommendations or include details on how you will manage domain registration and hosting setup. 5. Proposal Submission Requirements To be considered, proposals must include the following sections: 5.1. Company Overview Brief introduction to your company/team, including your mission and values. Number of years in business. Team members who will be assigned to this project, including their roles and relevant experience. 5.2. Project Understanding Demonstrate your understanding of our agency's mission and the specific objectives of this project. 5.3. Proposed Solution Detailed description of your proposed approach to meeting the Scope of Work requirements, including your recommended CMS and technology stack. Outline your strategy for SEO, GEO, social media integration, accessibility, security, and multi-language support. 5.4. Relevant Experience & Portfolio Case studies or examples of similar projects, especially those for non-profit organizations or projects with strong social impact where the developer has implemented successful strategies for reaching marginalized communities. Links to live websites you have developed, highlighting your design and development capabilities. Specific examples of how you have successfully integrated SEO and social media strategies into past projects. Data-driven suggestions for how to utilize GEO to meet our strategic priorities. Examples of storytelling through web design. 5.5. Project Timeline A detailed project timeline outlining key milestones and deliverables, ensuring completion by October 1, 2025. 5.6. Project Budget A clear, itemized breakdown of all costs associated with the project, including design, development, content integration, training, and any proposed ongoing support or licensing fees. 5.7. References At least three professional references from recent clients, preferably non-profit organizations or similar projects. 6. Evaluation Criteria Proposals will be evaluated based on the following criteria: Understanding of Project Needs: Demonstrated comprehension of our mission and project objectives. Technical Expertise & Approach: Soundness of proposed technical solution, security measures, and scalability. Design & User Experience: Quality and creativity of proposed design, adherence to accessibility standards, and intuitive user experience. SEO, GEO, & Social Media Strategy: Demonstrated expertise in optimizing websites for search engines, including familiarity with the sourcing/reference mechanisms used by major AI platforms, and social sharing. Non-Profit Storytelling Capability: Ability to effectively convey our mission and impact through compelling web content and design. Experience & Portfolio: Relevance and quality of past work, particularly with non-profits. Project Timeline & Feasibility: Realistic and achievable timeline to meet the October 1st deadline. Budget: Cost-effectiveness and transparency of pricing. Communication & Collaboration: Demonstrated ability to communicate effectively and collaborate with our team. 7. Additional Requirements Before beginning work, we will need a signed W-9 and Scope of Work.
