Program Manager
to oversee a complex, large-scale contract providing enterprise-wide wireless telecommunications services to multiple organizational units. This position involves managing a multi-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract and ensuring successful delivery of technical services, program management, portal implementation, and performance oversight for a geographically dispersed customer base.

Program Leadership & Execution Direct all phases of contract performance, from planning through delivery and sustainment.
Develop and maintain detailed program management plans to ensure timely execution of contract deliverables and objectives.
Act as the primary liaison with government stakeholders, ensuring alignment between contract scope and evolving operational needs.
Performance & Service Delivery Oversee delivery of core services including telecommunications management, project reporting, service desk support, and technical performance monitoring.
Implement and maintain a comprehensive performance management plan, including SLA tracking and reporting.
Lead efforts to improve efficiency, reduce costs, and maintain service quality across all orders.
Stakeholder Coordination & Reporting Manage communications and relationships across multiple customer entities and internal teams.
Provide regular program briefings, executive-level summaries, and detailed reports on schedule, budget, risk, and performance.
Facilitate coordination between technical, operational, and support teams to resolve issues and maintain service continuity.
Portal Implementation & Integration Oversee the deployment and customization of a secure, web-based service management portal.
Ensure integration of the portal with internal asset, finance, and inventory systems.
Lead compliance efforts related to accessibility (Section 508), data security (FISMA), and encryption standards (FIPS 140-2).
Team & Vendor Management Manage internal staff, subcontractors, and third-party vendors to meet program goals.
Ensure resources are effectively allocated across tasks and orders.
Coordinate training, onboarding, and continuous improvement initiatives for end users and program personnel.
Transition & Continuity Planning Manage program transitions, ensuring minimal disruption during onboarding/offboarding phases.
Maintain continuity of operations and data redundancy strategies aligned with federal continuity requirements.
Qualifications The ideal candidate must have the following qualifications: Required Qualifications Must have an active Top-Secret Clearance Bachelor’s degree
in Business, Information Technology, Engineering, or related field.
8+ years of program management experience
on large-scale government or commercial contracts.
Demonstrated experience leading multi-task order IDIQ contracts with decentralized ordering.
Strong understanding of enterprise wireless services, device management, and service portals.
Proficiency in performance management frameworks including SLAs, quality assurance, and reporting.
PMP certification or equivalent required.
Excellent organizational, communication, and stakeholder management skills.
Preferred Qualifications:
Experience managing or delivering wireless services in a federal or regulated environment.
Familiarity with service continuity planning, wireless priority services, and mobile threat protection.
Knowledge of government compliance frameworks (FISMA, FIPS, Section 508).
Experience with asset and inventory management integration in complex IT environments.
