The Department of Administrative Services (DAS) is hiring a State Librarian to carry out the mission of strengthening Iowa library services and information access for Iowans. With 544 independent public libraries in Iowa (4th highest in the nation), the new State Librarian should understand the unique library landscape in Iowa.
The successful candidate will have experience in library administration, budget management, communication skills, and knowledge of the legislative process. They will work closely with staff, DAS leadership, and external partners to improve services using data and best practices. This position reports to the Director of the DAS and oversees a total annual budget of approximately $7 million from state and federal sources.
Job Duties And Responsibilities
- Provide strong administrative leadership by developing and implementing organizational plans and policies that support the mission and culture of the State Library.
- Effectively manage budgetary processes, oversee financial planning and contract procurement to ensure responsible allocation of resources in alignment with state and federal guidelines.
- Monitor legislation, especially the appropriations process and relevant committee hearings by following bills related to libraries, delivering timely updates to leadership, and positioning the organization to respond strategically.
- Build and maintain collaborative working relationships with the Commission, department leadership, staff, library community, and policymakers to advance shared goals.
- Leverage data, trends, and best practices to evaluate existing library programs and implement improvements that enhance services and organizational effectiveness.
- Represent the State Library in public forums, including meetings, conferences, and collaborative initiatives.
- Leading the State Library and all associated programs.
- Provide supervision and management support for the needs of the State Library.
- Financial management and planning for all State Library related budgets.
- Communicate clearly and effectively in both written and oral formats, tailoring complex information to a variety of internal and external audiences.
- Maintain flexible schedule to accommodate activities such as commission meetings, Library events, and attend or participate in a variety of public and special community events throughout the year
- Master’s Degree in Library Science, and 2) Library Administrative full-time experience equal to 5 years.

Salary for this position will be capped at up to $140,000 to start employment.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
- Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
- All of the following (a and b):
- Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
- All of the following (a, b, and c):
- Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
- A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
- A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
- Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1,
