Geographic Information System (GIS) Specialist

(AACOG)

The Geographic Information System (GIS) is responsible to collect, organize, and analyze data relating to various programs within the areas of Public Safety, Military/Veterans Affairs and Economic Development; Duties include partnering with local Joint Base San Antonio (JBSA) installations and local Defense Communities to assist in the implementation of sustainability efforts to ensure continued viability of JBSA installations; Conducts technical assistance to resolve database errors and various GIS research analysis; Prepares GIS map documents and reports, makes project recommendations and aids in grant proposals; Initiates GIS data and improvement to the routing emergency calls and maintaining data for core functions; Analyzes data utilizing mapping software, design digital maps using geospatial data, and analyze spatial and non-spatial information using ArcGIS PRO and ArcGIS Online.

Tasks Performed:

Develops geographic information systems that can link parcel maps or orthophotos with environmental data, historic data, transportation data, and health data to produce maps or quantify information about the impacts of features on parcel ownership; Conducts GIS and demographics/local economic analysis; Creates GIS maps, reports and supporting documents; Prepares materials and delivers presentations as directed; Digitizes and maintains spatial databases of relevant information, document procedures, validates data for accuracy and completeness, and completes approved metadata forms; Assists in the coordination between military command and civilian departments throughout the duration of Compatible Use Plan (CUP) project; Conducts contract compliance and monitoring of counties and Department of Defense Office of Local Defense Community Cooperation (DoD OLDCC) grant financial reporting requirements; Provides technical assistance for counties to maintain, organize, and update database files and initiates the purchase of licenses and maintenance of ArcGIS; Performs Quality Assurance and Quality Control functions on compiled data; Attends meetings, workshops and trainings.

Desired Degree/Job Experience:

Associates in Geography, Urban/Regional Planning, Economic Development, Business, Public Administration, and/or related field; Or any equivalent combination of experience and training which provides the required knowledge, skill, and abilities; Three (3) years of experience in database management, emergency response field, geographic information systems, mapping or addressing systems, and writing as well as experience in working with various stakeholder groups, conducting demographic and economic research, performance of advanced GIS (Geographic Information System) functions, to include geospatial data administration, utilization of ArcGIS Online and web mapping applications; Knowledge of Texas Local Government Code and understanding of local municipal and County land use regulations; Knowledge or ability to become familiar with Department of Defense military planning concepts and requirements.

This position is a Pay Grade 12, with a starting annual salary of $43,025.39. This is an exempt position.Open until Filled.
