Overview

Geographic Information System Analyst (SIOP-2024-19928):

Bowhead is seeking a Geographic Information System (GIS) Analyst to provide geospatial information management support to the Shipyard Infrastructure Optimization Program (SIOP) under the direction of the Program Executive Officer- Industrial Infrastructure (PEO II) and Program Management Office 555 (PMO 555). This position will be located at the Pearl Harbor Naval Shipyard.

Responsibilities

The Shipyard Infrastructure Optimization Program (PMO 555), is chartered with the design and execution of the recapitalization and modernization of the infrastructure at Pearl Harbor, Puget Sound, Norfolk and Portsmouth Naval Shipyards to include critical dry dock repairs, restoring needed shipyard facilities and optimizing their placement, replacing aging and deteriorating capital equipment, and implementing technology innovations. Critical to the success of the program is the design, development, implementation, and management of the SIOP Operations Center (SOC).

Collect, process, analyze, and manage geospatial data using GIS software and tools.

Develop and maintain spatial databases, maps, and other geospatial products in support of PMO 555 SIOP Field Office.

Create and modify GIS datasets, including digitizing, editing, and geocoding data to support project program and Shipyard operations.

Conduct spatial analysis, modeling, and visualization to support decision-making and planning.

Collaborate with other teams to integrate geospatial data with other data sources and systems to develop an acceptable GIS viewer for PMO 555 use.

Maintain up-to-date knowledge of GIS software, tools, and technologies, and recommend improvements to existing GIS workflows.

Provide layer files converted to AutoCAD as required to support project development.

Provide map files and other printable graphics for use in briefs, posters and other material as requested by PMO 555 field office.

Ensure compliance with data privacy, security, and confidentiality requirements.

Other duties as assigned.

Qualifications

Bachelor's degree in GIS, Geography, Computer Science, or a related field.

3+ years of experience working with GIS software and tools, including ArcGIS, QGIS, or other GIS software.

Strong understanding of geospatial data concepts, including coordinate systems, projections, and spatial analysis.

Experience with data management, including data acquisition, processing, and quality control.

Excellent communication, collaboration, and problem-solving skills.

Strong attention to detail and ability to work independently or as part of a team.

Experience with programming languages such as Python and SQL is a plus.

Physical Demands:

The position requires the ability to sit for extended periods of time, as well as occasional lifting and carrying of computer equipment and supplies.

Work Environment:

The GIS Specialist will work in an office environment, with occasional travel to field sites or other organizational offices as needed.

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
