Web Developer for the Legislative Information Management SystemDuration: One part-time contractor for approximately one year (800 hours) with option to extend.

Scope of Work:1)The Contractor will provide technical staff to complete the code for the custom in-house existing web applications, MCLegislationEntry and MC Legislative Information Management System according to business requirements.a.MC Legislation Entry enables staff to upload data and files to MS SQLb.MC Legislative Information Management System (LIMS) public facing web application enables the public to view Bills and Resolutions along with supporting content and OCR'd documentation.2)Datasets include, but are not limited to: Bills, Resolutions; Zoning Text Amendments (ZTAs); Subdivision Regulation Amendments (SRAs). The last two datasets have not been designed but will mirror the Bill module for uploading files and presenting content in LIMS. Datasets may also include master plans; testimony; weekly ads, CM contact information, correspondence, agendas, and packets if time permits.3)Complete the code to deliver all legislative files to the MS SQL search in LIMS for each dataset. Contractor will also work with the Technology and Enterprise Business Solutions (TEBS) relative to the use of Development, Test and Production environments to support web servers and database servers as well as publishing completed web applications to the publicfacing network.4)A project with timelines and milestones for review prior to kickoff.5)Some datasets will require subscription services like the ZTA and SRA amendment subscription service in LIMS.6)Website visitors must be able to track all content publicly posted in LIMS and staff must be able to track all content posted in MCLegislationEntry via Single Sign On.7)Deliver all documentation relative to all logic built into both web applications as well as a complete technical diagram along with training to Council IT on administration must be provided.8)Work with TEBS to script the application to submit content to the County's record management system, Knowledge Lake and dataMontgomery if time permits using the County's Enterprise Service Bus.9)Council IT will test all development builds prior to pushing to production.10)The applications should be built and turned over to Council IT staff. Contractor support should cease once the contract is complete. For instance, when adding Bills to the application, the current year exists, but no future years exist. We are requesting inclusion for the next fifty years.

Contractor will provide candidate(s) with expert experience in:• Operating System Administration: Windows 2003+ and Linux 4+, 10+ Years.• Database Administration: MS SQL 2000+ and Oracle 9+, 10+ Years.• Coding / Integration / Operations experience in C, JSP, J2EE, ASP, AJAX, JBOSS, .NET, PERL and Python• Enterprise web application development• Single Sign On• Enterprise Service Bus automation• Excellent communication skills
