I. DESCRIPTION OF SERVICES

Office of the Attorney General of Texas

requires the services of

and the specifications outlined in this document for the

Office of the Attorney General of Texas .

All work products resulting from the project shall be considered "works made for hire " and are the property of the

Office of the Attorney General of Texas

and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.

will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Office of the Attorney General is seeking a talented Web Developer/Drupal Developer to work on web development within the OAG IT system. As a Web Developer, you will be responsible for the design, development, testing, and deployment of web applications to support the mission of the OAG. You will work in a team environment and collaborate with other developers, business analysts, and stakeholders to create user-friendly and efficient web applications. The ideal candidate will have a passion for technology, extensive experience working with Drupal, and a desire to work in a dynamic and challenging environment.

Responsibilities:

Develop, customize, and maintain Drupal-based websites, Acquia Cloud webforms and applications.Collaborate with architecture, stakeholders, management, and other developers to create visually appealing and functional websites.Write clean, efficient, and well-documented code that will be pin tested.Responsible for establishing and integrating pipelines, connections with agency-mandated development and integrations (Bitbucket, Jenkins, GoAnywhere, etc.) that complies with agency and security practices/requirements.Implement responsive design and ensure cross-browser compatibility.Troubleshoot incidents, complete requests, and submit changes in ServiceNow.Be proactive and perform website updates, maintenance, and support users and vendor.Optimize website performance and ensure security.Conduct quality assurance and testing to identify and resolve any issues.Stay current with the latest trends and advancements in Drupal/Acquia development.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements:Candidates that do not meet or exceed the

minimum

stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Proven experience in Drupal/Acquia Cloud development, including custom module development and theming. 8 Required Proficiency in PHP, HTML, CSS, JavaScript, and related web technologies. 8 Required Strong understanding of Drupal architecture and best practices. 8 Required Experience with Drupal 8/9 and knowledge of migration strategies from earlier versions. 8 Required Familiarity with front-end frameworks and libraries (e.g., Bootstrap, jQuery). 8 Required Knowledge of version control systems (e.g., Git). 8 Required Understanding of web accessibility standards and SEO best practices. 8 Required bility to work independently and as part of a team. 8 Required Excellent problem-solving and troubleshooting skills. 8 Required Strong attention to detail and commitment to delivering high-quality work. 8 Required Effective communication and collaboration skills. 4 Preferred Bachelor's Degree in Computer Science, Web Development, or a related field. 1 Preferred Drupal Certification (e.g., Acquia Certified Sr. Developer). 1 Preferred Experience with integrating third-party APIs, RESTful APIs strongly preferred, and web services. 1 Preferred Familiarity with other CMS platforms (e.g., WordPress, Joomla). 1 Preferred Knowledge of web security best practices.III. TERMS OF SERVICE

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Office of the Attorney General of Texas . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at

OAG State Office located at 5500 E. Oltorf St; Austin, TX 78741; Teleworking is currently allowed for this contract position. . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

Office of the Attorney General of Texas .V. OTHER SPECIAL REQUIREMENTS

The candidate(s) will be subject to a criminal background check that includes a DPS/FBI background check and fingerprinting.

VI. ADDITIONAL TERMS AND CONDITIONS

Terms and Conditions:

1.0 Records Retention and Inspection:

Vendor shall retain all financial records, supporting documents, statistical records, and any other records, documents, papers or books (collectively referred to as records) relating to the performances called for in this contract. Vendor shall retain all such records for a period of four (4) years after the expiration of the term of this contract, or until the OAG or the United States are satisfied that all audit, claim, negotiation and litigation matters are resolved, whichever period is longer. Vendor shall grant access to all such records to the OAG, the State Auditor of Texas, the U.S. Department of Health and Human Services and the Comptroller General of the United States (or any of their duly authorized representatives) for the purposes of inspecting, auditing, or copying such records. The requirements of this provision shall be included in all subcontracts.

2.0 Certification Regarding Debarment, Suspension, Ineligibility, and Exclusion from Participation in Contracts:

The Vendor certifies that neither it nor its principals are debarred, suspended, proposed for debarment, declared ineligible, or otherwise excluded from participation in this transaction by any Federal department or agency. The certification requirement of this provision shall be included in all subcontracts.

3.0 Environmental Protection [Contracts in excess of $100,000]

Vendor shall be in compliance with all applicable standards, orders, or requirements issued under section 306 of the Clean Air Act (42 USC 1857(h)) Section 508 of the Clean Water Act (33 USC 1368) Executive Order 11738, and Environmental Protection Agency regulations (40 CFR part 15). The requirements of this provision shall be included in all subcontracts that exceed $100,000.

4.0 Certain Disclosures Concerning Lobbying [Contracts in excess of $100,000]:

Vendor shall comply with the provisions of a federal law known generally as the Lobbying Disclosure Acts of 1989, and the regulations of the U.S. Department of Health and Human Services promulgated pursuant to said law, and shall make all disclosures and certifications as required by law. The Placed Candidate's Vendor will be required to execute a Certification Regarding Lobbying. This certification certifies that the Vendor will not and has not used federally appropriated funds to pay any person or organization for influencing or attempting to influence any officer or employee of any Federal agency, a member of Congress, officer or employee of Congress, or an employee of a member of Congress in connection with obtaining any Federal Contract, grant or any other award covered by 31 U.S.C 1352. It also certifies that the Vendor will disclose any lobbying with non-Federal funds that takes place in connection with obtaining any Federal award by completing and submitting Standard Form LLL. The requirements of this provision shall be included in all subcontracts exceeding $100,000.

5.0 Compliance with Law:

Vendor must comply with all state and federal laws, rules, regulations, requirements and guidelines applicable to Vendor: (1) performing its obligations hereunder and to assure with respect to its performances hereunder that the OAG is carrying out the program of child support enforcement pursuant to Title IV, Part D of the federal Social Security Act of 1935 as amended; (2) providing services to the OAG as these laws, rules, regulations, requirements and guidelines currently exist and as they are amended throughout the term of this contract.

6.0 Provision of Funding by United States:

It is expressly understood that any and all of OAG's obligations and liabilities hereunder are contingent upon the existence of a state plan for child support enforcement approved by the U.S. Department of Health and Human Services providing for the statewide program of child support enforcement, pursuant to the Social Security Act, and on the availability of Federal Financial Participation for the activities described herein. In the event that such approval of the state plan or the availability of Federal Financial Participation should lapse or otherwise terminate, OAG shall promptly notify Vendor of such fact in writing. Upon such occurrence OAG shall discontinue payment hereunder and may terminate this contract, either in whole or in part. In the event of such termination, the OAG will not be considered to be in default or breach under this contract, nor shall it be liable for any further payments ordinarily due under this contract, nor shall it be liable for any damages or any other amounts which are caused by or associated with such termination. The OAG shall make best efforts to provide reasonable written advance notice to Vendor of any such termination. In the event of such a termination, Vendor shall, unless otherwise mutually agreed upon in writing, cease all work immediately upon the effective date of termination. OAG shall be liable for payments limited only to the portion of work the OAG authorized in writing and which the Vendor has completed, delivered to the OAG, and which has been accepted by the OAG. All such work shall have been completed, per the contract requirements, prior to the effective date of termination.
