Senior Telecommunications Analyst

DNI is providing Network Support to all of the Indian Health Services facilities across the nation. This is a direct hire/salary position with excellent benefits, and outstanding compensation including full medical, dental, 401K, vacation and holiday pay.

We are currently seeking a Senior Telecommunications Analyst to join our team. This is a unique opportunity to work on a critical project that involves coordinating circuit orders and ensuring seamless telecommunications services for up to 400 sites.

Position Overview:As a Senior Telecommunications Engineer, you will play a vital role in the success of the GSA Enterprise Infrastructure Services (formerly Networx) contract. You will be responsible for managing the entire circuit order lifecycle, collaborating with Verizon, Local Exchange Carriers (LECs), and the Department of Health and Human Services (HHS) to provide robust telecommunications solutions for our clients.

Key Words/Required Experience• EIS• Networx• DAR (Designated Agency Representative)• Circuit activation support/planning/scheduling• Requesting EIS Circuit Quotes• Support for Circuit Ordering, moves, adds and changes• Support EIS billing activities• Work with Verizon to initiate billing disputes/credit requests• Telecom incident management supporting T1's, T3's and Ethernet MPLS circuits• Creating Ad Hoc reports and use the Verizon EIS portal• Placing service requests• Submitting circuit disconnect orders• Support up to 200 IHS sites with MPLS circuits• Documenting processes to support IHS telecom activities• Does not provide call manager support• Occasionally provides voice circuit support by initiating incident management calls• Should understand telecom circuit types and how they are ordered and delivered• Bachelor's degree in Telecommunications, Network Engineering, or a related field. Master's degree preferred.• At least 7-10 years of experience in telecommunications• U.S. citizenship and the ability to obtain and maintain a Public Trust clearance is required

Responsibilities• Extensive EIS or NETWORX knowledge supporting government telecommunications contracts as a Designated Agency Representative (DAR) or other similar role is preferred• Manage circuit lifecycle activities for the Indian Health Service, coordinating with the Federal Program Lead• Maintain a database of site and circuit information, to be used for service orders, problem reporting, circuit inventory management and data calls• Identify technical requirements to include in telecommunication contract modifications• Manage/Track all circuit additions, moves, changes and disconnections which may be the result of a change in requirements or transfer between telecommunication vendors due to contract changes• Coordinate circuit installation activities with the vendor and IHS site staff• Enter draft orders through the vendor’s ordering system for circuit upgrades, changes and inside wiring requests• Support circuit activation and changes to implement the required configuration on IHS network devices and perform acceptance testing• Using available tools, provide historical information on circuit utilization which can be used for circuit selection/sizing purposes• Review & support network traffic statistics for capacity planning purposes, to forecast future bandwidth needs and to report networks readiness to support new services• Gather requirements for site/circuit pricing quotes for circuit upgrades and provide support to the sites for interpretation of the quote.• Review Custom Access/Special Construction that may be required to deliver a new circuit, support IHS and HHS staff to identify technical requirements to include in telecommunication contract modifications (Strong coordinator skillset)• Escalation support for circuit issues that may be exceeding the SLA, with telecommunication carriers• Initiate and review SLA-based refund requests between the carrier and IHS• Coordinate circuit diversity requests between the customer and the carrier (Verizon)• Proactively identify circuits which are no longer in use and submit disconnect orders• Incorporate information from EIS vendor portals to support the daily workflow
