Definition

The Television/Communications Content Manager performs effective, innovative, and responsible professional work in a timely manner to support the overall operation of the Gaston County Schools (GCS) Communications/Public Information Department. The Television/Communications Content Manager is responsible for managing all facets of the GCS education television station (available on Spectrum Channel 21 and online); producing quality television/video/digital content to ensure effective internal and external communication, marketing, and promotion to various audiences; and supervising the distribution of the content across multiple platforms, including TV, website, and social media. The Television/Communications Content Manager reports directly to the Chief Communications Officer and works closely with the Chief Communications Officer to ensure the objectives and goals of the Communications/Public Information Department are met in a professional, efficient, and effective manner.

Duties and Responsibilities

• Manages the GCS education television station (on Spectrum Channel 21 and online) using the Cablecast TV system, including the broadcasting and live streaming of Board of Education meetings and other events.

• Maintains the billboard messaging component of the education television station, including the creation and scheduling of pages/slides that convey information about schools and the school system, updating the pages/slides on a regular basis, and playing of copyright-free background music with the billboard messaging component.

• Schedules programs on a weekly basis and ensures that programs air as scheduled.

• Produces professional video content (short form and long form) for TV, website, and social media on a regular basis; the video content must present the school system and its schools, programs, students, employees, alumni, etc. in a positive light.

• Seeks and reviews educational programs produced by third parties for airing on the education television station.

• Conducts technical maintenance of the education television station, as needed, and troubleshoot any issues (maintaining contact and working with Spectrum and Cablecast, whenever necessary) to ensure the education television station is "on the air" at all times.

• Ensures that all guidelines, regulations, and procedures related to the operation of the education television station are followed and enforced.

• Ensures that information, videos, etc. provided by Gaston College are screened and appear on the education television station in a timely manner; serves as a liaison to Gaston College and works to ensure the College has a presence on the education television station.

• Works with the Chief Communications Officer and employees in the Communications/Public Information Department to develop and manage digital content and ensure that it is conveyed across all platforms (TV, website, and social media) in a timely/relevant manner.

• Attends and "covers" special events, programs, etc. for the purpose of creating video/digital content that can be conveyed across all platforms.

• Assists the Communications/Public Information Department staff in organizing, coordinating, and staging special events and recognition programs, recording such events and programs for broadcast on TV and online, and handling audio/sound equipment needs for the events and programs.

• Designs and creates PowerPoint and other visual/multimedia presentations, as needed, to promote the school system.

• Serves as the official photographer/videographer for the school system and manages a catalog/archive for pictures, videos, graphics, stock images, etc.

• Serves as the public information/media contact in the absence of the Chief Communications Officer and assists the Chief Communications Officer with public information/media relations in the event of a crisis, natural disaster, or emergency.

• Conducts other duties and responsibilities as assigned by the Chief Communications Officer to ensure the Communications/Public Information Department operates in a professional, efficient, and effective manner.

• Familiar with K-12 public school education.

Minimum Education and Experience

• An associate degree or the equivalent from an accredited college in broadcasting, video production, journalism, mass communication, or related field is the minimum education requirement; a bachelor's degree with a major in broadcasting, video production, journalism, mass communication, or related field is preferred.

• At least five years of professional work experience in television broadcast production and/or video production as a technician, photographer, videographer, video editor, producer, director, or related position.

• Expertise in television broadcasting, video production, video and editing equipment, broadcast and technical systems, technical engineering and maintenance, and related areas such as nonlinear editing, graphic design and photo editing, scriptwriting/newswriting, lighting, audio (microphones, sound equipment, and music), staging and composition for video, three-camera setup, live broadcasting and streaming, and LTT (live-to-tape) production.

• Knowledge of public relations, public information, media relations, crisis communication, website design, social media, data analytics, copyright/licensing, marketing, customer service, image, and branding.

• Comfortable working with others in a fast-paced environment, under deadline pressure, and on several projects at the same time.

Special Requirements

• Possession of a valid driver's license.

• Must maintain a safe driving record.

Physical Requirements

• Must be physically able to lift and able to operate a variety of equipment including computers, copiers, printers, audiovisual equipment, etc. Must be able to exert up to 50 pounds of force occasionally and a moderate amount of force constantly to move objects. Physical requirements are consistent with those for medium work.

• Must be physically able to operate a motor vehicle.

• Must have minimal levels of eye/hand/foot coordination.

• Must have ability to coordinate hands and eyes rapidly and accurately in using equipment required of the position.

• Must have the ability to differentiate between colors and shades of color.

• Must have the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear). Must be able to communicate via landline telephone and cell phone.

• Must have the ability to record and deliver information, to explain procedures, and to follow spoken and written instructions.

• Must be able to communicate effectively and efficiently in standard English.
