Position Information

Under direction, supervises, trains and evaluates subordinate staff and is responsible for maintenance and administration of an operating department's automated database; acts as a resource person for users of specialized automated systems; investigates and reports computer problems to the computer system maintenance organization; requests improvements and modifications to systems; and performs other related work as is required.

This is the supervisory level in the Departmental Information System Coordinator series. This position is responsible for supervising a subordinate staff, maintaining an operating department's utilization of automated systems and providing application training and expertise to staff. The position evaluates and assesses services and gathers, prepares and analyses data on a variety of subjects necessary to the automated functions of the department and its programs.

Positions are allocated within this series based on supervisory duties, nature, scope and complexity of duties and responsibilities, and level of independence and accountability.Positions may have responsibility for one or for multiple systems areas, depending on assignment.

This class is distinguished from the lower level class of Senior Departmental Information Systems Coordinator by the responsibility to supervise subordinate staff. It is distinguished from the Monterey County Information Systems Division Programmer Analyst, and Information systems Support Technician class series which provide technical systems support on a county-wide basis, whereas positions assigned to this series focus on the supervision of staff involved in applications support of departmental automated systems.

Examples of Duties

EXAMPLE OF DUTIESSupervises, plans, assigns and reviews the work of staff; sets job standards and evaluates job performance; provides technical assistance and guidance.Coordinates with computer support personnel in identifying and resolving problems with the system, including: programs, workstations and other related hardware and software.Confers with operating department personnel regarding changes in manual and computer system design; Collaborates with others to improve the effectiveness of the system and to make recommendations for systems and procedures improvements; Stays abreast of the new automated systems procedures, and prepares on-line bulletins to inform users of changes or additions.Assesses and evaluates training needs of system users and provides such training or arranges for staff to acquire it; Writes and revises procedures, instructional materials or staff development tools for systems-related training.Designs, writes and documents computer applications using commercial database software, spreadsheets and other programs; Designs and writes procedures for integrity of data on various computer systems; Documents and tracks system problems and writes reports on issues.Acts as a resources person for users of a automated system(s) applications; Answers questions and resolves problems related to use and operation of the application.Designs, writes and tests macros to assist department staff in performing complex repetitive data processing tasks.Attends meetings and represents the department with other departments and/or other agencies for information sharing, system improvements and implementation of changes; may plan or assist in planning the implementation of conversion from manual systems to automated information systems.Coordinates and assures system security; Develops and maintains consistent backup and recovery operations; Monitors batch results and corrects batch problems.Working knowledge of:

Some positions may require some knowledge of specialized automated systems and general application unique to the operating department from a user perspective.Skill and ability to:

Supervise, plan, train and evaluate subordinate staff.Evaluate and interpret automated information systems functions from a user perspective.Identify, evaluate, and research application systems problems and coordinate corrective actions, as required, with computer support personnel.Gather information and analyze data to establish and maintain system user protocol.Make recommendations for system and operational enhancements.Utilize effective judgment regarding establishment and maintenance of application system features such as registration, user profiles, system access security, e-mail administration, and appointment schedule templatesRead and comprehend written materials on a wide variety of application system subjects.Maintain confidentiality of information in accordance with legal standards and/or County regulationsOrganize, prioritize, schedule and coordinate work flow to meet project deadlines.Communicate effectively with all levels of staff in the organization both orally and in writing.Provide excellent and courteous customer service and establish and maintain effective working relationships.

Minimum Qualifications

The knowledge, skills and abilities listed above may be acquired through various types of experience, education or training, typically:

Three years of experience performing both technical support and training in the use of a wide variety of computer hardware and software for automated office systems which included modifying, or interfacing office automation software or application environments.

Additional Information:The ability to speak, read, and write Spanish in addition to English would be an asset in this position but is not required.Employees who drive on County business to carry out job-related duties must possess a valid CA Driver License for the class vehicle driven.The Department of Social Services will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check.Monterey County, like all employers, is required to verify an employee's right to work in the United States. Accordingly, on the first day of employment, employees must have and show those documents that verify their legal right to work in the United States. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include, fingerprinting, citizenship verification, and local law enforcement checks. Applicable agencies must conduct an investigation during the time of hire and ensure an investigation is conducted 10 years from the date of the previous background investigation for each employee that has access to federal tax information.

TRAINING & EXPERIENCE EXAMINATION - WEIGHTED 100%The Training & Experience Examination is designed to elicit a range of specific information regarding each candidate's knowledge, skill, abilities, and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list, candidates must receive a minimum rating of 70% on the examination.

ELIGIBLE LIST INFORMATIONA promotional eligible list will be established for the County of Monterey. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.

RETEST PERIODOnce you have taken the examination, you may not retest for SIX (6) MONTHS from the established eligibility date.
