I. Description Of Services
Texas Department of Public Safety requires the services of 1 Technical Writer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Technical Writer 3, Applications/Software Development and the specifications outlined in this document for the Texas Department of Public Safety.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Department of Public Safety and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Department of Public Safety will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Develops and maintains user and technical documentation and project process documentation for Information Technology Teams. Understands the user's view of applications and/or technology and is able to put procedures in a logical sequence. Provides expertise on technical concepts of applications and /or user groups and structuring procedures in a logical sequence, due to a broad understanding of the applications. Writes a variety of technical articles, reports, brochures, and/or manuals for documentation for a wide range of uses. May be responsible for coordinating the display of graphics and the production of the document.
Performs highly advanced (senior-level) technical writing work coordinating the composition, organization, and editing of compiled information. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may independently perform the most complex technical writing work and may prepare and refine material for speeches and public presentations.
- Aid IT in documenting the environment, policies, procedures, and plans of the IT Division. Work involves conducting detailed analysis of and extensive research on data, providing results, and monitoring and implementing data quality. Develop and implement customer-centric metrics and reporting. Support performance, quality, and improvement efforts to help streamline processes through data analysis and visualization. Manage the analysis of data and embrace evaluative thinking that includes posing thoughtful questions about data, getting feedback from key stakeholders, and using data to support staff, programs, and operations.

III. TERMS OF SERVICE
Services are expected to start 06/20/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 800 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Public Safety. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 5805 North Lamar, Austin TX. 78752. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Department of Public Safety will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Public Safety.
V. Other Special Requirements
- Process Management Knowledge of Six Sigma process methodologies; familiar with Information Technology Information Library methodologies.
- Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
- Organizational and Prioritization Skills Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
- Presentation/Communication Skills Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
- Research and Comprehension Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
- Analytical Reasoning/Attention to Detail Committed to documents with 100% quality in spelling, grammar, formatting, and content. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
- Technology (computers/hardware/software/operating systems) Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
- Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Candidate must be able to pass a background check.
a felony conviction
entering of an order of deferred adjudication for a felony, until five years after court supervision ceased and the case was dismissed
a conviction of driving while intoxicated during the five-year period immediately prior to the date of application
a finding by a court of competent jurisdiction that the contractor was a delinquent child during the five-year period immediately prior to the date of application. If the contractor's record in the proceeding is ordered sealed, the incident should be disregarded and treated as though it did not exist
The contractor's driver license has been suspended, including a probated suspension, by DPS during the last three years as a habitual violator
the contractor's driver license has been suspended for refusal to submit to a chemical test within the last five years
the contractor has an open/active arrest warrant in any state
the contractor is currently under indictment for any criminal offense
an open disposition, an incomplete criminal record, or no final determination of guilt or innocence is found on the contractor's criminal record following a felony arrest
a conviction for a Class A misdemeanor.
an entering of an order of deferred adjudication for any criminal offense of the grade of felony or Class A misdemeanor.
an entering of an order of deferred adjudication for any criminal offense of the grade of Class B misdemeanor within the last ten years.
a conviction of an offense of the grade of a Class B misdemeanor within the last ten years.
a conviction for a family violence offense.
An open disposition, an incomplete criminal record, or no final determination of guilt or innocence is found on the contractor's criminal record following a Class A and B arrest

VII. RIGHT TO AMEND OR WITHDRAW SOLICITATION
DIR reserves the right to alter, amend or modify any provisions of this solicitation, or to withdraw this solicitation, at any time prior to the award of a Work Order pursuant hereto, if it is determined by DIR to be in the best interest of the State to do so.
VIII. RESPONSE DEADLINE
Vendor shall respond in accordance with Customer specifications, with proposed candidate resumes and the response must be received by 06/03/2025 @ 5:00 PM (CT).
