I. DESCRIPTION OF SERVICES

Texas Parks and Wildlife Department

requires the services of

Web Developer/Designer,

hereafter referred to as Worker, who meets the general qualifications of a

Front-end web developer/web designer 2 Level and Core Technology Type

and the specifications outlined in this document for

Texas Parks and Wildlife Department

.

This front-end worker under the guidance of project manager, business users and technical architects will be responsible for designing responsive and accessible modern web applications. They will create the prototype and develop the style sheets and provide the required components for application developers.

They should have a strong understanding of UX/UI design principles and best practices and experience in creating wireframes, user flows, and prototypes to communicate design concepts. They should be skilled in the use of Sketch, Figma, Adobe XD, or related UX mockup and prototyping software. They should have knowledge of WCAG 2.2 ccessibility guidelines and experience in designing accessible interfaces. They should be able to collaborate effectively with cross-functional teams including designers, developers, and product managers. They should be proficient in in HTML, CSS, MUI, and JavaScript.

They should have excellent communication and presentation skills to articulate design concepts and rationale. They should be familiar with agile development processes and the ability to adapt to changing project requirements. They should have experience conducting heuristic evaluations and expert reviews to identify usability issues. They should have strong problem-solving skills and the ability to think creatively to address user needs and pain points.

Services are expected to start

and are expected to complete by

08/31/2025 . Total estimated hours per Candidate shall not exceed

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Parks and Wildlife Department . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at

4200 Smith School Road Austin, TX 78744 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Parks and Wildlife Department

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
