Legal, policy and academic work

Abstract: This thesis analyses how norm enforcement in international society emerges. It argues that norm enforcement is changed at the point of institutionalization. Similar to the process of norm emergence there has to be a critical mass of players that are convinced to gain support from the international community to enact or to increase the level of norm enforcement. To examine this theory, this study focuses on The Bush Doctrine and its attempt to increase the level of punishment on Iraq in the lead up to the Second Gulf War. It explores this by comparing the case with other cases where norm enforcement has been enacted or increased by international society. It also analyses why the Bush Doctrine was unsuccessful through concepts of norm enforcement, conceptual models of political analysis including liberalism and realism and the legal and organizational construct of the international laws of war.
