The week is young, but there have already been a few changes at the tops of mastheads. Elizabeth Barr's ascension to the top of Time Out New York is official. The acting editor-in-chief since predecessor Joe Angio left this winter to promoted his Melvin Van Peebles documentary, Barr has been promoted to editorial director, Cyndi Stivers' old spot at the very top of the masthead... Doug Simmons has been canned from the Village Voice, punishment for the retracted Nick Sylvester cover story. Remember, the Voice still needs an EIC!
